Former Rector of the Ghana Institute of Management and Public Administration (GIMPA). Professor Stephen Adei, has backed government’s decision to adopt a double intake system to increase access to high school education and address the problem of inadequate infrastructure.
With the double track system, some batch of students will be in school for specific days for each semester and go on vacation and come back for the second semester. While the first track is in school, the second track will be on vacation and vice versa.
The objectives of the Double-track School Calendar are to create room to accommodate increase in enrolment, reduce class sizes, increase contact hours and to increase the number of holidays.
President Nana Addo Dankwa Akufo-Addo, says it will start in September 2018.
According to him, because of the large number of students likely to be admitted to SHS, there was high propensity for the schools to have large class sizes.
With the introduction of the double intake system, he said, the size of classes would be reduced, a situation which was key to ensuring quality
education.
But the announcement of the proposed double intake system has been met with mixed reactions. While some have expressed support for it, others are very apprehensive of the initiative, saying it will affect the quality of education.
Speaking to the issue in an interview with Kwami Sefa Kayi on Peace FM's morning show ‘Kokrokoo’, Prof Adei, who is currently a lecturer in the Business Administration Department at Ashesi University, said it is the best solution to take care of the number of students enrolling under the free SHS policy.
To him, it should have been introduced ‘a long time ago’.
“Double track is the best solution…if anybody has any better solution, they should bring it…nonetheless, there should be consultation involving various stakeholders,” he posited.

after sixty years a learned Ghanaian is proud to say we r not capable of implementing free SHS education... pls how long shud we wait??? some r saying we shud pilot it... pls what about what those in the three northern regions have been enjoying since Independence??? what happened to d piloting of the NHIS Capitation in Kumasi, which other place did it go after years of piloting??? some are saying those who can afford shud pay... In one interview with JM years ago he admitted he had to switch schools to enjoy FREE SHS in the NORTH even though his dad was an MP for West Gonja Constituency... JM did well by building E-Schools but d location of SOME of dose schools make dem irrelevant even for its name (COMMUNITY DAY SCHOOL) a 2000 capacity school built in a commuter town with a total population of less than 3000 n the nearest town is 50kms away... Lets get serious and think of the country n HOPE FOR THE BEST...
I am appealing to my fellow NDC folks that we should boycott the dual intake into SHS and let our kids stay home and wait until NPP build the needed infrastructure then they can go to school. after all we are more than the 180,000 excess that is forcing the introduction of the shift system. so if our kids stay home there will be no need for that. When Akufo Addo assumed the presidency MAHAMA had built 70 new e SHS which helped him to but the kids in school & reduced the burden on the old infrastructure with a stat ofbthebart e SHS blocks. In almost 2 yrs Akufo Addo and his 110 wasted ministers didn't continue building thebfacilitiesbwhich would have added an additional 64x500 minimum number of places for the free SHS students. What did he do, under populist silly neglect of these projects, which he claims are GHANA projects he has abandoned them shamefully. What a Visionless person. He is now proposing some decorated donkey called double tracking which is an ***barred word*** anyway, called shift Who do you think you are deceiving!
Those who want to wait for infrastructure, let your children stay home and wait. Are we that ***barred word*** to do politics with educating children. If you don't agree get your children out of school. Those who want ti will have it.

So prof adei, we do not attempt to solve a problem by creating more mess. Let us eat a humble pie, back track and get is solved.
