Finance Minister, Ken Ofori-Atta has told Parliament that, President Nana Addo Dankwa Akufo-Addo is very pleased with the progress of his flagship program – the Free Senior High School (FSHS) policy.

He said the President is “bent on ensuring the success of the program” despite criticisms from the main opposition party, NDC.

"Mr. Speaker let me say how pleased His Excellency the President is, that in 2018, 270,000 young Ghanaians (90,000 in 2017/2018 and 180,000 in 2018/2019) who would not have been able to access secondary education were able to attend to do so because of Free SHS," he stated.

Presenting the 2019 Budget and Economic Policy to parliament in accordance with Article 179 of the 1992 constitution, Ken Ofori-Atta said “Government's flagship program, Free SHS has so far been good”.

The Free SHS (Free Senior High School) policy is an initiative introduced by President Akufo-Addo's administration in September 2017.

The policy had been a major campaign policy prior to the election of President Akufo-Addo in 2016. The policy makes secondary education in Ghana absolutely free.

In 2018, government also introduced another initiative as part of the Free SHS Education Policy which is the Double Track System.

The Double Track System was introduced to enable some Senior High Schools in Ghana to take in more students and ensure that all Ghanaian students go to school.

The Double Track System is in two sessions, thus The Green Track and The Gold Track. The Green Track represents first batch of students who would go to school for a term and later followed by the Gold Track students who would continue after students of the green track session have vacated on the academic calendar.
