Over 100,000km Of Roads To Be Worked On In 2019

A total of 101,100 km of roads would see routine maintenance activities this year it has been revealed.

Giving the breakdown, the Minister, Hon. Kwasi Amoako-Attah said 11,100km of trunk roads, 25,000km of feeder roads and 6,500km of urban roads were going to see activities such as grading, pothole patching, shoulder maintenance, vegetation control done on them.

He further stated that there was going to be additional periodic maintenance activities such as spot improvement, re-gravelling, resealing, asphaltic overlay as well as partial reconstruction works on 55km of trunk roads, 500km, of feeder roads and 400km of urban roads.
Minor rehabilitation works are also expected on 50km of trunk roads, 450km of feeder roads and 60km of urban roads with about 90km of trunk roads and 30km of urban roads scheduled for construction.

This announcement was made by the Minister for Roads and Highways, Kwasi Amoako-Attah when he took his turn at the Ministry of Information’s ‘Meet the Press Series’ on Tuesday.

Currently, there is aproximately 72,000 kilometres of roads in the country out of which 23 per cent had been asphalted with 39 per cent in good condition and 61 per cent could be classified as fair or poor.

Public Private Partnerships & Private Financing

Meanwhile, the Ministry of Roads and Highways is pursuing Public Private Partnerships and Private Financing arrangements to improve the roads network.

At the same event, the Minister for Roads and Highways, Hon. Kwasi Amoako-Attah outlined some projects under consideration for the PPP and Private Financing.

He cited the Accra –Tema Motorway PPP Project, Accra – Kumasi Expressway Project, Accra – Takoradi PPP Project and the Development of Tema Arterial Roads.

In respect of the Accra- Tema Motorway PP Project, he revealed the Ministry had already pre-qualified four (4) Entities to bid for the Development of the Accra – Tema Motorway Project and is awaiting concurrent approval from Cabinet before issuance of the Request for Proposal documents to the pre-qualified Entities. He listed projects to benefit from this arrangement as including the Tema Roundabout – Tetteh Quarshie Interchange road, the Tema Roundabout – Ashaiman Roundabout road, the Tetteh Quarshie – Apenkwa Interchange road, the Apenkwa Interchange – Neoplan Junction road as well as 9 interchanges totaling 31.7 KM.

He said works on these projects were expected to commence by the 3rd Quarter of 2019.

On the Accra – Kumasi Expressway Project, Hon. Amoako-Attah said work was expected to start 4th Quarter of 2019 with feasibility studies expected to be completed by May 2019 pending the finalization of procurement for a Transaction Advisor this month.

On the Accra- Takoradi PPP project the Minister said proposed project consists of the dualization of the road including provision of interchanges and by-passes at urban sections of the road. He further said the Transaction Advisor has submitted the prefeasibility study report for the project and was expected to submit the full Feasibility Study Report to the Ministry by 30th March 2019.

The Minister outlined some of the challenges faced by the Ministry as inadequate financing, delay in the release of funds as well as delays and Inadequate funds releases for Goods and Services from the Consolidated Fund. However, he said the Ministry was going to continue the maintenance of the road asset to protect the huge investment made in the provision of the road infrastructure.
