Vice President Dr Mahamudu Bawumia has expounded what the real effects of President Akufo-Addo’s flagship one million dollars per constituency policy are.
At a special breakfast meeting with Caribbean and African heads of mission in Havana, Cuba on Friday, 19th July 2019, Vice President Bawumia highlighted progress made by government to develop Ghana to the admiration of the diplomatic corp.
Dr. Bawumia recounted deliberate efforts made by government to ensure bottom-up development that is inclusive and non-elitist.
“For us as government we are very much concerned about the poor and rural communities. Many a time, development goals pursued by governments have been elitist. They focus on building the huge hospitals, theatres, museums etc., in the cities to the neglect of the basic needs of the rural folks”, he noted.
“This is not inclusive enough. If we want to impact lives as governments then we must prioritize the needs of the rural communities who have remained excluded from many parts and programmes of government. That is why we have designed and implemented the $1 million per constituency policy to cater for the basic needs of the poor like toilets, drainages, dams for all year round farming, community water, footbridges, community town centres, reshaping roads, renovation of schools, provision of desks to schools, and many more”, he added.
The one million dollar per constituency is a policy by government under the infrastructure for poverty eradication programme (IPEP).
Under IPEP, each of the 275 constituencies is allocated the equivalence of US$1 million annually to be invested in infrastructure development initiatives of their choice, managed and implemented by the three development authorities (Northern Development Authority, Middle Belt Development Authority and Coastal Development Authority), under the office of the president, supervised by the Minister responsible for Special Development Initiatives.
The infrastructure projects to be implemented will support and complement other government infrastructure projects.
Since 2017, there have been budgetary allocation for every constituency in the country. However, due to the time it took to establish the three development authorities, the one million dollar per constituency has been temporarily administered through the Minister for Special Development Initiatives. The three development authorities have since been established by an act of parliament, and, fully operational, therefore, government has issued commencement letters to cover the full amount of cedi equivalence of 1 million US dollar to all three Development Authorities to commence the implementation of constituency specific infrastructure needs.
In July the Minister Finance (MoF) granted the letters of commencement to the three Development Authorities in the country to commence full implementation of the $1 million per constituency pledge under the Infrastructure for Poverty Eradication Programme (IPEP).
The commencement certificate makes available GHc1,664 million (equivalent $320 millions) for the 275 constituencies across the country. This covers $275 million dollars for the 275 constituencies and $45 million for outstanding commitments.

I am a bit disappointed by this line of thought in the comments i've seen so far. Has any of you gone and checked with anay of these instutions whether they've recieved these letters from MoF? From what i heard about disbursment of these funds the money will not be given directly to the constituencies so pple can pocket it as has been the practice but given directly to the contractors once they have started the project(s) and it is inspeted that work has been done. If this is not a better way of ensuring most ppl in the country (especially in rural areas) actually see some development then I don't know what else is. We have to make sure that if nothing tangible has been done in the next year or so we take the government to task especially if valid projects have been submitted by the constituencies.
With all due respect to Barwumia, I don't think you are helping us the foot soldiers. Probably some constituencies have received their one million dollars, but over here in Cape Coast municipalities, as a member of our great party, I am not aware of any money that the assembly has received. We would have used it to develop most of the communities around. The way you have been lying some of us will have no option than to kick against your nomination should nana addo says he is not going for the second term. I will prefer Alan to you, because a lot of people will vote against you because of too much lies. If you don't have anything to do to help nana addo, stop the lies because its makes the party looks bad in the lies of the Ghanaian citizens. You can instead of lying be truthful and say we are making the effort to solve all the nation's problems but it take time. People are smarter than in 2016, especially now that we are in power and they have seen the truth. Lies will sink us. Look at how people are opposing so many things we are doing, but it wasn't so in our first year.
