CLOGSAG Threatens Nationwide Strike

THE National Executive Council of the Civil and Local Government Staff Association of Ghana (CLOGSAG) has threatened to embark on a nationwide strike by the end of this month if all its members are not put on the Single Spine Salary Structure (SSSS).

Citing the staff of the Controller and Accountant General’s Department and the Internal Auditors as examples of its members not on the SSSS, it said the situation was a grave concern to the Association hence the call for the immediate resolution of the issue by Fair Wages and Salaries Commission.

Briefing the media in Accra on Friday, Isaac Bampoe Addo, Executive Secretary of the Association, said as a body, they had done their part in resolving all issues relating to the placement and migration with the office of the Head of Civil Service so the delay was not appropriate.
He said the directive urging an institution or an organization to negotiate allowances with their Councils or Boards prior to the implementation of the SSSS had been applied in a discriminatory manner considering the declaration made at GIMPA in May 2009.

According to him, CLOGSAG, having waited for all these years, was calling for urgent attention to deal with the matter without further delay.

The National Executive Council, he noted, recognized the anxiety of the members regarding the migration onto the SSSS and the strenuous efforts made by the National Executive Committee to contain the situation.

The Executive Secretary noted that CLOGSAG would not countenance a situation where some of its members were left out in the migration of grades onto the SSSS, especially, those in the Accounting Class, Internal Auditors, Survey Department, Land Title Registry and Lands Commission as well as the Non-Formal Division of the Ministry of Education.

He therefore called on government to show enough commitment to achieve the desired target of putting all CLOGSAG members on the SSSS at the end of September 2011.

He said CLOGSAG had agreed on a test-run to precede the implementation of the SSSS so they wished to inform members that the process of implementation of the Single Spine Pay Policy, effective January 1, 2010 had been initiated to enable the migration to the SSSS.
