A leading member of the opposition New Patriotic party (NPP) in the South Tongu Constituency, who was arrested for allegedly killing a dog belonging to Ex President Jerry John Rawlings has accused the former Head of State of using vicious dogs to prevent inhabitants of Tefle from accessing the Volta River.
