Aminu Abdulai, the embattled Director of Finance of the National Youth Authority (NYA) has blamed the authority�s inability to process for the Ghana Integrated Financial Management Information System (GIFMIS) financial assistance on his Acting Chief Executive Officer, Ras Mubarak.
