Deductions from the District Assemblies� Common Fund (DACF) are stalling development programmes of Metropolitan, Municipal and District Assemblies, Mr Kwamena Ahwoi, Local Government Expert, said at the first Town Hall Meeting held in Tamale on Wednesday.
