Dr. Ekwo Spio-Garbrah, the disqualified flag-bearer hopeful of the National Democratic Congress (NDC) has blamed his inability to submit his nomination forms on an unnamed commercial bus driver, known in Ghanaian parlance as �Tro-Tro Driver�.
