The Deputy Central Regional Minister, Mr. Aquinas Tawiah Quansah has announced plans to upgrade the Vocational Training and Rehabilitation Institute at Biriwa in the Mfantseman Municipality to a Polytechnic to produce middle level manpower for the country.
