Uncertainty Grips Finance Ministry

The level of uncertainty among technocrats at the Ministry of Finance & Economic Planning is dampening the morale of staffers. Staffers, who spoke to CITY & BUSINESS GUIDE, attributed the development to the seeming arbitrary transfer of high-level technocrats at the behest of the Finance Minister which has so far claimed the positions of some 15 key directors. One of the staffers told this paper that �transferring such high caliber of staffers, some of whom have close to three decades of experience in the ministry is like removing the memory chip of a mobile phone.� Seth Terkper, even before moving to his new appointment as Finance Minister, is reported to have asked for the transfer of the Chief Director at the Ministry to another location. �Enoch Cobbinah, the Chief Director was ordered to be transferred by the Minister even before he assumed the leadership of the Ministry,� the source said, adding that he had been moved to another ministry. Another top officer at the Ministry, whom the minister could not work with and therefore ordered his transfer, is the Director of General Administration, a certain Mr. Aidoo Tutu. Also moved from the ministry because of her perceived relationship with Nana Akufo Addo is a certain Marian Addo. This and other movements which the minister has ordered is said to have prompted questions among staffers as to the sense in the action, given the fact that having already served as deputy minister in the same ministry, he should have realized that most of the people working in the ministry are career officers who have worked under varying political dispensations with dedication. While some of the technocrats were moved to places at par with their previous positions, others were not too lucky, as they now manage places far below the position they held. The positions of Chief Director, Budget Director and Director of General Administration, are three key positions at the Finance Ministry which ministers mess with at their peril. The current state of the country�s kitty against the backdrop of the general financial leakages afflicting the country has been worsened by the low morale among technocrats and others at the Finance & Economic Planning Ministry.
