A former chief of staff in the Kufuor administration, Mr. Kwadwo Mpiani, says the formalisation of ministerial performance reviews will not be of any use if the criteria is not made public.
According to him, the president should have his own way of assessing his ministers without making it public.
�Honestly, I don�t know how this is going to be done. My difficulty is the formalisation, any President who has his hands on will be able to determine whether the minister is working or not,� he stated.
President John Dramani Mahama on Monday, December 16, 2013 began a review of the performance of his Ministers.
The President had earlier asked his Ministers to submit their set targets for their ministries and how they expected to achieve them within the framework of his vision.
In an interview on Eyewitness News, Mr. Mpiani explained that such an exercise should not be made public, adding that it can be made public if the criteria for the assessment is known.
He said: �when an institution is not performing to its best, the managing director is held responsible because he or she is the one who appoints his subordinates. Therefore the President should be held responsible if the ministers are not working well.�
On his part, the Deputy Minister of Information and Media Relations, Felix Kwakye Ofosu says the President reserves the right to choose a method for assessing the performance of his appointees and also the implementation of his vision.
�In terms of formalising it, I see no difficulty at all with adopting an approach that formalises the process of evaluation at the end of every year. I would suppose that every President has a way of obtaining information on how his appointees are performing,� he opined.
According to him, the exercise is invariably a discussion of how government policies and programs have impacted on the citizenry through the work of the appointees.
He mentioned that the exercise would also ensure that programs that have been executed are aligned with the action policy that the President made in the 2012 elections.
