Safe Democracy, a Non-Governmental Organisation (NGO), has called for the formation of a second chamber of Parliament, to be called House of Lords, to enable Ghana consolidate its democracy.
A statement signed by Munir Saani, Conveyor of Safe Democracy in Accra and copied to the Ghana News Agency on Monday said the membership of the House of Lords should include traditional leaders, and expert representatives from the various organisations to be elected through an Electoral College system.
The statement also called for a governance system where there would be a Prime Minister and a Ceremonial Head of State to promote pure separation of powers, and checks and balances.
�The framers of the 1992 Constitution failed to enliven the Council of State as a separate state institution carved on its own merit, to function as an independent body with the checks and balances powers,� it said.
The statement pointed out that after 20 years of Ghana�s democratic rule, corruption has become rife, while state institutions are weak and dysfunctional, and it is important for the adoption of a new constitution.
The NGO, therefore, called for a Referendum to enable the electorate to vote for the adoption of a new Constitution.
