NLC Slams UTAG Over Strike Action

The National Labour Commission (NLC) has reprimanded the University Teacher�s Association of Ghana (UTAG) for embarking on an indefinite strike over their book and research allowance. According to the Commission, the strike declared by UTAG is in contravention of Section 161 (1) of the Labour Act 2003, (Act 651). The provision states that �A party to an industrial dispute shall not resort to a strike or lock-out during the period when negotiation, mediation or arbitration proceedings are in progress.� The NLC, in a statement signed by its Acting Executive Secretary, Dr. (Mrs.) Bernice Welbeck, said a voluntary arbitration process had been initiated to resolve the dispute between the Ministry of Education and UTAG over the book and research allowance. It said although the voluntary arbitration process had not been concluded, UTAG embarked on the indefinite strike over the matter. It said the Commission, on Wednesday, July 30, met UTAG, the Ministry of Education, National Council for Tertiary Education and the Fair Wages and Salaries Commission to address the issue. At the end of the meeting, the statement stated that the various stakeholders had resolved to continue with the voluntary arbitration process to find a common ground on the issue. It therefore urged the parties not to resort to the media, while the dispute was being resolved by the voluntary arbitration.
