Two Accra Assemblies Fight Over Boundary

The Municipal Chief Executive (MCE) for La Dade Kotopon (LaDMA), Rita Odoley Sowah has appealed to the Greater Accra Regional Minister, Joseph Nii Laryea Afotey Agbo to impress upon the Boundary Dispute Resolution Committee of the Ministry of Local Government and Rural Development (MLGRD) to expedite action in settling the boundary dispute between LaDMA and Ledzokuku Krowo Municipal Assembly (LEKMA).

According to her, the current boundary dispute is making LaDMA lose a lot of revenue to LEKMA.  She said: “While we have been civil enough to wait to for the outcome of the committee put in place by the MLGRD to resolve the matter, our sister assembly has continued to exhibit gross insensitivity by granting development permits for construction in the disputed areas”.

Madam Odoley Sowah lamented that as a result of the action by LEKMA, LaDMA was paying a heavy price for being law abiding and also respecting authority.

The Municipal Chief Executive (MCE) said this when the minister paid a working visit to LaDMA to inspect developmental projects underway since the assembly was carved out of the Accra Metropolitan Assembly (AMA) two years back.

Madam Odoley Sowah pointed out that, LEKMA has currently mounted billboards around the Spintex road next to the Accra Shopping Mall, which was also under dispute.  She, therefore, appealed to the Regional Minister to request LEKMA to halt the unlawful activities whilst they wait upon MLGRD to come out to determine the fate of each assembly.

Hammering on the issue of security within the assembly, the MCE said, apart from a number of domestic fires which the assembly had to grapple with, there have not been any major security issues in the area.

Madam Odoley Sowah observed that, the National Disaster Organization (NADMO) had since been requested to distribute relief items to all those who were affected by the various fire outbreaks.

According to the MCE, revenues that should have accrued to the assembly is finding its way  into private pockets and that to address the situation, the assembly is building a comprehensive and reliable data based for revenue mobilization and a strategy to reduce to the barest minimum cash transactions with clients.

The MCE, together with the Regional Minister, the La Mantse – Dr. Nii Kpobi Tettey Tsuru III,   inspected a four storey building for LaDMA and also visited the La Wireless Cluster of Schools, roads constructed by the Assembly and many other projects.

The Regional Minister, Joseph Nii Laryea Afotey Agbo on his part said he was impressed so far with LaDMA as a newly created Assembly and the works done. He assured the Assembly that, he would assist them with all the necessary support especially with the various issues, especially the boundary dispute between LEKMA and LaDMA.

He said the Regional Coordinating Council (REC) was making frantic efforts to meet with Assemblies of disputed areas to find amicable solution to the issue, whilst awaits MLGRD, as it was done with the dispute between Tema Metropolitan Assembly and Kpone Katamanso District Assembly.

He also advised workers to be punctual to work, hardworking and make sure that their time is used for productive work. Afotey Agbo said: “We will not tolerate and compromise on anything that has the tendency to derail our efforts at achieving our targets”.

He cautioned the local government workers to be neutral, impartial, fair and objective when discharging their duties. Afotey Agbo also encouraged them to work hard to block all loopholes and leakages in the system so that they could mobilize enough funds internally for developmental projects and not to rely solely on the common fund.
