He revealed that in extreme cases, the assembly was forced to actually hired vehicles from the district based NGO; Business Advisory Center (BAC) Speaking to Peacefmonline.com, the director recounted that, they were not able extend development to other parts of the district and that some part of the district have been developmentally disconnected due to this transportation challenge. The Kunbumgu district assembly was curved out from the Tolon-kunbumgu district with Tolon as the district capital circa June 2012. The district has since faced with avalanche of administrative challenges. The assembly is also in acute financial challenge, fast moving to threshold of bankruptcy. The reason for this challenge according to the DCE, in a phone interview, is because the assembly inherited liabilities far outweighed the assets. "You know, we inherited assets and liabilities and the liabilities are more than the assets". The assembly cannot operate without government subvention in Common Fund and interventions by NGOs due to insufficiency of its Internal Generated Fund.
