2016 Budget Full Of NDC's Error-Ridden Voodoo Mathematics � Kofi Akpaloo

Presidential Candidate of Independent People’s Party (IPP), Kofi Akpaloo has described the 2016 budget as "NDC voodoo mathematics full of errors".

According to him, a careful examination of the 2016 budget reveals serious lapses which should be re-worked on to come out with the real budget; describing the budget as a prank which attempts to shove sand over the eyes of Ghanaians with errors infected fiscal deficits of GH¢8, 407.60million.

In a released statement copied to Peacefmonline.com, Mr. Kofi Akpaloo emphatically stated the numbers don’t add up which makes it difficult to trust the budget; blaming the Parliamentarians for catnapping as none of the 275 members could identified the mistakes in the budget.

After a careful examination of the 2016 Ghana’s budget we found serious lapses that necessitates that it must be withdrawn for a re-work on it. In every respect this NDC’s 2016 budget is a prank, and attempt to shove sand over the eyes of Ghanaians with errors infected fiscal deficit of Ghc8, 407.60million. The numbers just don’t add up. Should we trust this voodoo mathematics of a budget? Our parliamentarians as usual were catnapping; none of the 275 members could identify the mistakes shown below on the budget. But as expected they made their unnecessary noise and hurled insults on each other. References to AMERI deal.

Error 1 - Summary of Revenue and Grants Estimates: • From page 43, paragraph 162 and on table 20 under the including oil column, you would observe that Tax Revenue which supposed to be GHc24, 979.30million when sum up the 3 items below it, but has displayed GHc28, 868.50million instead. The effect is that it shrinks the fiscal deficit by GHc3, 889.20million. • From page 43, paragraph 162 and on table 20 under Excluding Oil Column Tax Revenue should be GHc28, 458.30million and not GHc28, 310.10million after adding these three items consisting of Income & Property Tax, Goods and Services Tax and International Trade Taxes. The effect too is that it enhances the fiscal deficit by GHc188.20 million after it has reduced the Total Revenue.

Error 2 - Ministry of Water Resources, Works and Housing When you go to page 109, paragraph 566 of the budget statement an amount of GHc1,418,584,338 has been allocated to the ministry, but when you add their sources of funds together it gives you an amount of GHc374,781,611 instead with vast difference of GHc1,043,802,727. 566. For the implementation of the above programs and activities, an amount of GH¢1,418,584,338.00 has allocated. Out of this, GH¢129,332,964.00 is GoG, GH¢3,973,131.00 is IGF and GH¢241,485,516.00 is from Development Partners.

Error 3 - Ministry of Transport On page 119, paragraph 623 of the budget statement an amount of GHc126, 317,102 has been allocated to the ministry but when you add their sources of funds also together it gives you an amount of GHc125, 917,102 with a difference of GHc400, 000 Check Below.

623. For the implementation of the above programs and activities, an amount of GH¢126,317,102.00 has been allocated. Out of this, GH¢23,082,605.00 is GoG, GH¢53,252,151.00 is IGF and GH¢49,582,346.00 is from Development Partners.

The findings make the budgeted fiscal deficits of GH¢8,407.60 a hoax.
