�Kwabena Donkor Is Mahama�s Best Minister�

Former Power Minister, Kwabena Donkor has been adjudged the best Minister under the John Mahama administration so far.

Senior Lecturer at the Political Science Department of the University of Ghana, Dr. Isaac Owusu-Mensah said on Adom FM’s Morning Show, ‘Dwaso Nsem’ on Tuesday that he voted the Power Minister who resigned on 31st December 2015 because he set himself a benchmark and resigned after he failed to achieve it.

“Kwabena Donkor is my best Minister so far under the Mahama administration…no Minister has been like him under this administration…he was true to himself and none of the ministers has been this truthful…,” he said.

The Pru East Member of Parliament (MP) resigned from the Ministry, which was carved out of the Energy Ministry after he failed to see an end to the over three-year-old energy crisis known as Dumsor.

Coming into the Ministry at a time when the crisis had reached a crescendo, Dr. Kwabena Donkor promised to see an end to the crisis which has crippled the country’s industrial sector.

"At least, the end of the year is December so you can hold me to that…Yes I will resign", he said when queried on whether Ghanaians would be justified in calling for his head if the situation persists by close of 2015.

However, after failing to achieve the target, Kwabena Donkor resigned from the Ministry at the last day of the year 2015. Remarkably, the dumsor has all but vanished since the end of December 2015.

Despite seemingly failing to achieve the set target, the Political Science Lecturer still thinks of him as the best Minister under the John Mahama administration.

His reason, he said, is because none of the Ministers under the Mahama administration has had the courage to set a benchmark for himself. He argues that Ghana would have been a place if Ministers are given targets to achieve.

“He did not achieve the benchmark and because of that he resigned because he failed to achieve it…if all the Ministers set a benchmark and achieve it half way, Ghana would not have been where it was…,” he declared.

Dr. Isaac Owusu-Mensah tasked future governments to ensure that appointees especially ministers are made to sign performance contracts based on which they would be judged.

“I expect that whoever becomes President in 2017 should give the Ministers target so that if they fail to achieve, they would be made to resign…if we inculcate that, Ghana would be a better place…,” he suggested.
