It is an indisputable fact that our democracy cannot survive if we fail to give the necessary support to the state institutions which are mandated by the 1992 Constitution to protect the interest and the well-being of Ghanaians. This is why our institutions must be well resourced and equipped to deliver on their core functions without fear or favour.
For instance, state institutions such as CHRAJ, BNI, EOCO, judiciary and the security agencies must be seen working for the interest of the country and not for some individuals, group or any of the political parties being opposition or the ruling party. This is because we at Today think after 59 years of independence we cannot as a country continue to have doubts in our own very institutions which are supposed to protect us when it comes to matters of rule of law, freedom and justice as well as equity.
The challenge over the years has been the lack of resources for these institutions, a situation; we on this paper find it difficult to understand, considering how our governments have misruled this country. And one key thing that has eluded us all this while is that these state institutions, apart from being democratic supportive, also matter in infrastructure delivery.
In Ghana today, lack of funding is often cited as the biggest impediment to infrastructure delivery. But the biggest constraint to this may be from the institutional management of such projects
For example, the manner in which funding from the District Development Fund (DDF), District Assemblies Common Fund (DACF) and the Ghana Education Trust Fund (GETFund) is structured and disbursed has a significant effect on infrastructure development in Ghana.
And it is for this reason that we think government cannot leave state institutions to suffer when we can maximise lots of dividends from their contributions to the development of the country. Elsewhere in the advanced democracies, institutions of state are given the needed support to work without any constraint whatsoever. And that is what our governments must do if they want the people to have confidence and trust in these institutions.
