The management of Ridge Hospital has denied any wrong doing in the purchase of a Toyota Land Cruiser Prado as official vehicle for the Medical Director.
According to the management members, due process was followed and the cost of the vehicle offered value for money.
Responding to queries from The Finder on the purchase of the new cars for official use of the Medical Director, Emmanuel Taadi-Administrator, Matilda Adjei – Procurement Manager, Dr Maxwell Adjei – Head of Clinical Services, Dr Thomas W. Anabah - Medical Director, Rebecca Agyare Asante – Head of Nursing Services and Adwoa Akyaa Ahmed Head of Pharmacy, management denied any wrong doing.
Matilda Adjei – Procurement Manager - showed documents to back their position.
In the documents, Ridge Hospital wrote to the regional directorate of Health Services for approval to buy new SUV 4X4 cross country vehicle and received the approval letter, dated April 6, 2016, signed by Peter Mensah, Deputy Director of Administration for regional directorate of Health Services.
Consequently, on May 3, 2016, Ridge Hospital placed an advert in a national daily newspaper, for competitive tender. The tender was opened on May 30, 2016.
Four companies, namely: Japan Motors, Automall Ghana Limited, Toyota Ghana Limited and Sev Ghana Limited bid to supply the vehicle.
Japan Motors offered to supply the latest Nissan Patrol V8 for GH₵384, 955.56 and alternatively offered an older version of Nissan Patrol which is not V8 for GH₵287,138.05.
The warranty is three years and Ridge Hospital has 28 days credit period to make full payment.
Sev Ghana Limited, quoted $124,550 as the price of V8 Toyota Land Cruiser and an alternative Toyota Land Cruiser Prado, which is not V8, at the cost of $79,900.
This company offered five years warranty and a credit period of between 12 and 24 months to make full payment.
Toyota Ghana Limited offered to supply V8 Toyota Land Cruiser for GH₵459,260 with three years warranty and 30 days credit period to make full payment.
Automall Ghana Limited quoted GH₵432,600 with three years warranty and an outright cash payment.
The companies were assessed on 24 criteria to score 100% and the pass mark was pegged at 50%.
The alternative offer of Sev Ghana emerged best in first position with 84.1% while its main offer came second scoring 76.5%.
Japan Motors’ alternative offer placed third with 60% while its main offer place fifth with 55.34%.
Automall Ghana took the fourth position with 57.16% while Toyota Ghana scored 48.16% which fell below the pass mark and was, therefore, not recommended.
On May 30, 2016, Evaluation Board recommended the purchase of V8.
According to documents, the Entity Tender Committee on June 29, 2016, approved the purchase of V8.
However, Dr Thomas W. Anabah, the Medical Director opted for Toyota Land Cruiser Prado which is less expensive explaining that the balance would be used to purchase another vehicle for use of the hospital which has been done.
The management of the hospital said they opted for Sev Ghana because the company offered five years warranty and 12 to 24 months credit period to make full payment.
Emmanuel Taadi, administrator of the hospital told The Finder that the official vehicle of the medical director was submerged in floods when Dr Obeng Apori was using it.
According to him, Dr Apori was then given a project Pick Up vehicle to use and processes were started to buy a Nissan Navara vehicle through a high purchase arrangement established by the Ministry of Health.
He noted that Ridge Hospital paid a substantial amount to the Ministry of Health for the purchase but the arrangement between the company and Ministry of Health was embroiled in a legal tussle halting the process.
This, he said, necessitated the purchase of the Land Cruiser Prado.
