The Public Relations Officer of the Ministry of Education, Ekow Vincent Assafuah says government will not relent in its effort to educate the public more about its newest policy - the double-track intake system at the Senior High School level from September 2018.
Mr. Assafuah was emphatic that government has nothing to hide hence the reason why President Akufo-Addo released a statement on the yet-to-be rolled out policy in September.
His comment comes after former Education Minister, Prof. Jane Naana Opoku Agyemang said that government should make documents covering the semester system available for public scrutiny.
“We can’t jump onto the fray when the policy document which will spell out how this programme will be run isn’t shared with the public; it will help in knowing what the policy is about and, to a large extent, help us predict it’s outcome,” Prof. Agyemang told Accra-based Joy FM on Tuesday.
But Mr. Assafuah took to Facebook to question why the former Minister could not introduce such policy whiles at post when the National Democratic Congress (NDC) introduced the Progressively Free Senior High School Education when they were in power.
“It has come to my notice a statement made by Prof Naana Opoku Agyeman, Former Minister of Education, appealing to government to make available policy documents on the double track system.
“The President of the Republic, Nana Addo Dankwa Akufo-Addo, released a statement that from September 2018, Government will implement the double intake system for new entrants into the country’s public Senior High Schools, which will address the growing numbers of about 30% increase in students benefiting from the Free SHS policy in the 2018/2019 academic year.
“Her appeal has been taken in good faith, she implemented Progressively Free Senior High School Education and failed to present a policy document of any kind on the said Free SHS suddenly and yet finds it prudent to ask for same. The public will be enlightened in due course amidst stakeholder discussions,” he said.
Adding that, “All things being equal, government will roll out the double track system to take care of the huge numbers joining the Free SHS flagship programme to ensure that no child is left behind. This new system will increase contact hours, reduce congestion in classroom and ensure efficient and continual use of facilities. This system is guided by the ultimate aim of safeguarding access and quality”.

IS NDC A PARTY AT ALL TO ADVICE? NDC IS A CREATE, LOOT AND SHARE CROOKS WHO ARE REPRESENTING ***barred word*** PEOPLE AS A PARTY. GHANA IS SUFFERING NOW BECAUSE OF CREATE, LOOT AND SHARE. OUR EDUCATIONAL SYSTEM BEFORE RAWLINGS AND NDC WAS THE BEST IN THE WHOLE WORLD. I HAD MY EDUCATION IN EARLY SEVENTIES BEFORE RAWLINGS AND IT WAS THE BEST. I FOREIGNERS AND CHILDREN WHO WERE BORN OUTSIDE GHANA WERE BROUGHT TO GHANA FOR THEIR EDUCATION. DID NDC THINK BEFORE THEY BROUGHT JSS EDUCATION? THIS CAN'T BE DONE AND WON'T BE ABLE TO DO IT MENTALLY SHOULD STOP. WHEN WILL THE GHANAIAN THINK? I DON'T BLAME YOU GUYS TALKING AGAINST THE ANSWER OF THE MINISTER. JSS CAN'T MAKE YOU THINK. NOTHING IS IMPOSSIBLE IF YOU ARE DETERMINED TO DO IT.
It seams like the party wants to favor everybody but the money is not there .Since some are willing to pay their own school fees and "free SHS " is demanding huge funds I will suggest to gov to make one SHS school to be paying school fees in every region .Please let the private schools also pick the rest of students and pay the them schools by negotiations .Double will disturb the system .
This what happens when people trade thier professions for politics. they become blind to the vary dangers failures in thier areas of expertise. Sad, sad, I am very sad our educational systerm is going to sink lower that our neigbouring West African states. Time will tell
MR. PRO, WHAT HAS THE WOMAN SAID TO DEMAND THIS RESPONSE FROM YOU?. I REMEMBER THE CURRENT PRO-VICE CHANCELLOR AT THE UCC CAME OUT WITH SIMILAR SUGGESTIONS LAST YEAR AND HE WAS LAMBASTED WITH INSULTS BY THE EDUCATION MINISTER. THERE IS GENUINE NEED FOR A POLICY DOCUMENT ON IT TO ALLOW GHANAIANS TO MAKE THEIR INPUTS TOWARDS ITS SUCCESS. THE POLICY NOW BECOMES A NATIONAL POLICY AND NOT THE CURRENT GOVT OR NPP POLICY, SO IT IS WRONG FOR YOU TO ISSUE THIS RESPONSE. SUCCESSIVE GOVTS HAVE IMPLEMENTED POLICIES AND THIS IS NOT THE FIRST A POLICY OF THIS NATURE IS BEING IMPLEMENTED. DON'T RUSH WITH THE POLICY AS IS ALL GHANA'S PROBLEMS ARE CENTERED ON FREE SHS. THE CURRENT MINISTER OF FINANCE WHO HOLDS THE GOVT PURSE HIMSELF IS VERY CANDID WITH THE MODE OF IMPLEMENTATION AND IS MAKING SUGGESTIONS OF THIS NATURE. IT IS ELEMENTS LIKE YOURSELF WHO ARE MAKING NANA ADDO'S GOVT LOOSING CREDIBILITY SO FAST IN LESS THAN TWO YEARS IN OFFICE. STOP THIS TYPE OF SYCOPHANCY AND LETS ALL COME TOGETHER TO BUILD A BETTER GHANA BCOS THE POLICY WILL AFFECT ALL WHETHER YOU ARE PARTY A,B OR C.
You are lambasting the PRO for giving such a befitting answer. What happened so few years ago cannot be forgotten. Can the former education minister tells us that their so called progressive was a success. I see no arrogance in the answer from the spokesperson .
You NPP people eh! So bcos NDC did something wrong in past, if NPP does the same thing today they NDC do not have the right to criticize. We the floating voters saw the arrogance of NDC ministers and voted against them. NPP should remember it is this same arrogant that took the "comfortable lead" NDC to comfortable opposition. They should remember babies with sharp teeth. We the silent discerning floating voters are watching. 2020 is just here.
Thanks Kk . The response coming from the PRO is so unnecessary. What did the woman say wrong? We all want to see the documents regarding our Kids ok. Stop this nanscez political PRO job.
To say that the NPP Government is incompetent and CLUELESS is an understatement. Never in the history of this country have we regrettably voted for an intemperate, intolerant and over bearing group of people. it seems that with these NPP hoodlums parading themselves as "honorable" the lauder your insult the more rewarded....after-all they take a cue from their leaders. EVERY BODY IN GHANA KNOWS THAT THE CURRENT STATE OF AFFAIRS WITH THE FREE SHS IS NOTHING BUT A POLITICAL SCAM, ill thought through and impossible to implement to implement in its current form YET! they the NPP clueless 419 government will not listen to any dissenting views and insist on making the impossible possible. Even the rich want to and are will to pay to fun their children education to improve the current state of affairs but they will sooner commit to scoring political score in absolute stuupidity than listen to reason. For goodness sakes! why rush another ill thought through policy such as a shift system when you can JUST ROPE IN THE PRIVATE SCHOLLS AND "whallah" like magic solve a problem. Are Ghanaian interest NOT MORE IMPORTANT THAT POLITICAL SCORES. Why toy with the future of our youth in such a reckless manner?
WHEN WILL THIS NPP SPOKES PERSONS LEARN TO BE SUBMISIVE? LOOK AT THE RESPONCE TO PROF. AS IF HE IS TALKING TO A STUDENT. THE NDC DID SAME AND WE SAID THEY DONT RESPECT AND NOW ITS GETTING BAD WITH THIS NPP FOLKS. EIIII POWER. HMMMMMMM. I WATCH THIS GENTLEMAN AND OTHERS ON THE TELEVISION AND I ASK MYSELF HAS THIS PEOPLE LEARNT ANY THING FROM THE DOWN FALL OD THE NDC. SOME OF THEM HAS BECOME TOO RUDE.
When will the BLACK MAN take risk, lets try the system. thats all
