The General Secretary of Ghana Medical Association Dr. Frank Serebuor has stated that government did not construct University of Ghana Teaching Hospital.
He refuted assertions that it is a government funded project and wondered why government will claim ownership of the facility to score cheap political points ahead of elections.
President John Dramani during the highlights of the National Democratic Congress (NDC) manifesto among other health facilities said it built the teaching hospital.
But speaking on Kumasi-based Abusua FM, Dr. Serebuor said government is throwing dust in the eyes of the public and that the project is solely private.
He said government only served as a loan guarantor, saying the loan is being paid by the university and not government.
He disclosed that the teaching aspect of the facility had to even be negotiated among the parties involved.
‘The University of Ghana Teaching hospital, that hospital is a private hospital, the university built it by seeking funding from Israel. I am telling you, I know that even for people to agree that Doctors in training (post graduates) to get access to the facility was a problem, you won’t believe the kind of negotiations that went on just to open up the place for training.
“I wasn’t surprised that the president during NDC manifesto highlights claimed ownership of the University of Ghana Teaching hospital, because sometimes politicians look at the infrastructural developments put up in the regime and claim ownership, as far as I know, government did not build that facility, it only guaranteed the loan for the establishment,” he said.
Dr. Serebuor said the facility cannot be accessed just like a public one, saying poaching of Doctors was problematic.
He remarked that government has fairly improved the health system, saying there is still more work to be done.

Would Dr say what he is saying if it was the NPP in power? This hypocrisy and double standards must stop somewhere. I cry for Ghana when different standards are used to judge different Governments. Kufour claimed credit for a lot of loan funded projects. Dr and Civil society went silent and the GBA came out boldly that they will not make political comments during Kufour's regime but found their voices again when NDC came back to power. All I can say is it will be very interesting on judgement day, if there is one waiting for us.
Serebour has always been an NPP ***barred word***.
Consider this analogy. If I go to the nwabiagya rural bank for a loan. I bring the loan application forms home and a friend signs on the loan form as gurantor for me so I can meet the loan requirements. The bank grants me the loan and I start making monthly payments to the bank. I then proceed to build a house with the loan money. Would you say my friend built the house for me? In our personal lives, we all gurantee loans for people. We don't claim ownership of their achievements. Mahama and the NDC are being mischievous. Govt did not build the hospital.

How can a university owned by the govt of Ghana be borrowed money through the same government and be guaranteed by the same government that in the event of default the same government Will pay back the loan Israel be termed a private project? Who owns the U of GhanaDr Serebour?is it your father?

Doctor when you retire from service will you be asked by the Israeli to continue paying the loan Dr.is the UG a private entirely? If you do not know let me educate you.The hospital will pay the loan back through its operations but the hospital belong to the people of Ghana. That is smart borrowing
You see the NDC sympathizers insulting the Doctor for telling the truth. There is a difference between building a hospital and guaranteeing a loan to build a hospital. Why didn't the president say the government guaranteed a loan to build the hospital? wouldn't that be the truth????. Well done Doc, ignore those insults. The NDC have been in power for 8 years and they are now looking for things to tell ghanaians they did them. The president was going round telling ghanaians all sorts of lies,We wish a lot of us would come out and tell ghanaians the truth. Shame on you NDC.
