Deputy Director of Research of the National Democratic Congress [NDC], Peter Boamah Otokunor has accused Nana Akufo-Addo’s father of being the master-mind behind the cash and carry system in the country's hospitals.
“Nana Addo Dankwah Akufo-Addo’s father invented the process of hospital fees act in 1969, during his term of governance,” he told UTV’s Yaa Konamah on 'Adekye Nsroma'.
According to him, the standard of living during those days was not even conducive for citizens to go for medical care under the cash and carry system, but the then government introduced it due to their personal interest.
In buttressing his statement made earlier, Otokunor claimed he finds it so disheartening when members of the New Patriotic Party (NPP) make noise that they introduced the National Health Insurance Scheme [NHIS] during former President John Agyekum Kufour’s regime, because Ex-President Jerry John Rawlings during his tenure of office made the necessary provisions to change the cash and carry system in use.
“Ex-president Jerry John Rawlings during his term of government strived to scrap off this cash and carry system but was voted out of power during the general elections in 2000 which gave way for former President Agyekum Kufour to implement it since it was already on paper,” he said.

Good morning Folks. I heard a stalwart of NDC arguing that their party has done so well by appointing the 'youth' into governance. Good one there. If this is the type of youth they have ushered into politics, then, GOD help! Just look but not listen to such porous argument of Deputy Director of research, an expert of NDC!

Cash and carry was brought by PNDC and JJ Rawlings! Ghana never knew of cash and carry until JJ Rawlings came to power. Lies will kill NDC! No wonder you are all losing the fight.

This is a serious statement. Akufo Addo's father was only a ceremonial President (1969-1972). He had no power to introduce anything. Cash-and-carry was introduced by the PNDC. Check your facts, please. Under NRC/SMC (Acheampong & Akuffo); PNP (Limann) there was nothing like Cash-and-carry. Medical care was free, albeit inadequate. But it was free. So, Mr Otukunor, the PP government never introduce any cash-and-carry. granted that the PP government did, what role did then President Akufo Addo who was only a ceremonial head play? Let there be sanity in our utterance, please. It appears to me that this guy simply hates Akufo Addo. Is he not the one who claimed the Akufo Addo killed his wife? so did he kill his wife when she died? Please, let's be civil in our discourse.
Disgusting people, they will say anything in the name of politics. So are you happy you are campaigning on that? Even if Nana Addo's father introduced cash-and-carry, then we should applaud him for that achievement. What year are you talking about here? What can we say about it's improvement under your presidency or government? You guys has brought no improvement to something that was in introduced in 1960s. At that time, I am sure it was very good for the economy and the people. They lived better lives. Now, this is 2016, and you still talking and depending on something that was introduced in 1960s and you are not even ashamed of yourself. NDC Government tactics, always blaming someone for everything that happens under them. You came to meet a very good health insurance system, yet you found it very important to return us to the 1960s by your own bad practices and visionless leadership. Now you have the guts to blame someone. That's your mouth is full and your teeth is practicing carat in your mouth. Come to Volta region and see how people are suffering and dying.
