James Kwabena Bomfeh, also called Kabila, has warned the government not to dip its hands in the Heritage Fund to facilitate their free SHS programme.
Kabila noted that it's a crime for any person to even conceive of touching the Heritage Fund, let alone use it to finance the policy.
He sought to remind the government about the legal establishment of the Fund, saying "whether it’s a motive or opinion, whether misconstrued or not; Heritage Fund was established by law. Until we change that law, to conceive of it is a crime. Yes, to conceive of entering it."
Kabila however expressed optimism over the free Senior High School initiative by the current administration.
According to him, he has faith in the project because the implementation of the programme will help improve the education sector of the economy.
He also dismissed controversies over the funding of the free SHS policy, stating emphatically that the "funding is doable".
Kabila further urged the government not to isolate Senior High Schools only to benefit from the free education programme but focus holistically on the entire education sector.

I am sorry for Bomfeh alias Kabila. His utterances do not make any sense to me. He should be aware that the govt will not just use the Heritage Fund. If something of the sort should happen, Parliament will have to look at the Act which established the Fund. I am surprised that in a moment Ghana is breeding some pocket economists who are making noice here and there with curses on the govt. Kabila and his cohorts should ***barred word***. They don't know anything about governance. How much does he make from the paper he publishes? TALK IS INDEED CHEAP.

So then will this fund ever be used in Ghana? When do we determine the future generation. The fact that the fund was set up during a particular regime, the fund does not come the preserve of that regime. The Heritage Fund is out of our oil production, what do we expect from the regime that discovered the oil. I am surprised about the utterance of the former Deputy Minister of finance Ato Forson his utterances were as if nobody in Ghana has the right to do anything with the fund. The funds was set up by an act of parliament and its cancellation or otherwise can go through the same process.
