It has come to the attention of the Ministry of Education certain claims made by the Former President of the Republic, Mr. John Mahama, indicating that Government has only honoured 30% of Free SHS payments to the Senior High School. It has become necessary to set the records straight.
The Government, through the Ministry of Education, makes 79.5% central payments and only 20.5% are paid directly to the schools.
In order to protect the public purse by ensuring maximum gains through economies of scale, the Ministry of Education, CHASS and the office of the Minister of State In Charge of Public Procurement agreed to undertake procurement at these levels;
i. Centralized Procurement
ii. School Level Procurement (to be paid Centrally)
iii. School Level Procurement ( to be paid at the school level)
iv. Food Procurement ( School/Buffer Stock)
Centralized Procurement (Paid Centrally)
1. Exercise Books
2. Textbooks
3. Supplementary Readers/Core Literature Books
4. P. E Kits
5. Notebooks
6. Technical Drawing Instruments (TVET only)
7. Technical Drawing Board and Tee Square (TVET only)
School Level Procurement ( Paid for Centrally)
1. School Uniform
2. School Cloth
3. House Dress
School Level Procurement ( Paid for at School Level)
1. Procurement of perishable food items.
2. Food Procurement (School/Buffer Stock)
3. Food supplied by Buffer Stock Company to Boarding Schools.
Food Vendors for strictly Day Schools.
ABOSRBED FEES
1.Fees payable for first year students such as
a. Admission fees
b. Maintenance fees
c. Cummulative Examination fees
d. 2 sets of School Uniform
e. 2 sets of House Dress
f. School Cloth
g. P.E Kits
h. 9 Exercise Books
i. 4 Note Books
j. 1 Supplementary/3 Core Literature English Books.
2. All recurring fees items including and not exclusively
a. Examination fees
b. Library fees
c. Practical fees
d. Utilities
e. Entertainment fees
f. Science Development
3. Teacher Motivation: Teacher Motivation: GHS 20 paid out of PTA Dues of GHS 25 per student yearly.
4. Feeding fees: 3 meals daily for Boaders and 1 hot meal for Day Students.
5. Core Textbooks: Provision of full compliment of all recommended textbooks for first year students.
Subsidies: for all continuing students (form 2 & 3)

Please NDC members tell former president mahama.to keep quiet just a little bit.we Ghanaians are ***barred word*** .
Amazing! It started with it was not possible, then everything free is not good, then show us the cost, followed by where are going to that kind of money from, and then when Ghanaians bought into the idea Mahama tried to affiliate himself with so called "free progressive SHS" and then we (NDC) started it. Then implementation started. Mahama and his NDC continued bastardizing it with people are sleeping under trees due to free SHS, people were dying due to same, cholera outbreak due to same and everything bad that happened in school was as a result of free SHS. Now Mahama says only 30% payment done. This year, second batch will be on board and by next, the who SHS will be fully covered. I can understand why Mahama and his NDC are having sleepless night. I personally feel tired for Mahama and his worry about FREE SHS.
It greatly surprises me that Mr Mahama does not seem to realise that after him no leader can do worse than he did .I do not understand why he uses terms like 'super incompetent government' and auto-pilot' government' to describe the current government.Surely the man is not that daft. Does he not see all the progress being chalked around him?How he and his friends in the NDC expect someone to wave a magic wand to fix all the mess he created is what I cannot understand.
It's now crystal clear that the NDC is scared of the free SHS rolled by the NPP government and they're bent on denigrating it to make it unpopular but the more they try from the ex-president John Mahama to the various serial callers of the NDC,the more they openly exhibit their ignorance and hatered for the laudable policy intervention. It's clear that should they come to power,the free SHS will stop and they will put on the NPP that they did not think through of it. Please stop this hatered and for once allow Ghanaians to also enjoy a portion of the national cake because it's not for only politicians.5

Im sorry to say this but Prez Mahama is doing cheap politics. Are you not disgrace to even talk about free shs when couldn't come out with that policy. Please give us a break.
The credibility of the ex president in on the line with all these inaccuracies he is putting out. Parents who are the electorates will be the best judges if the Free SHS has come to help or not. He should be more constructive and NAADA will listen cos NAADA does not have some of his yentie obiaa attitude
The ex president should get his facts right before opening his mouth wide.He is disgracing himself and some of us.
