The Free SHS policy cannot be implemented without the double-track system according to Dr. Yaw Osei Adutwum the Deputy Education Minister in charge of Basic & Secondary Education.
The Deputy Minister was reacting to the fact that the opposition National Democratic Congress says they will review the double-track system when they come back to power.
Dr Adutwum who was speaking in an interview on Neat FM said there can be no free SHS without the double-track system and if the NDC wants to scrap it, then they lack understanding.
“If you don’t like the double track, you can’t do the free SHS unless in some 20 years to come . . . and so if you claim you like the free SHS but not the double-track system then you lack understanding . . . where will they accommodate the rest of the students after they scrap the double-track system. If you are against the double-track system then you don’t really know how the system works,” he said.

Of course NDC are blockheads. They are simply dead on ideas. 1. On November 23, 2012, he told the people of Okere that 'Free SHS will collapse the SHS education system. 2. February 24, 2018 he said that 'Free SHS policy was rushed and it is constricting government's budget, and therefore need a review'. 3. At the NDC's unity walk at Tarkwa JM said that 'It is unwise to implement the free SHS policy at all cost'. 4. In his Central Regional tour on September 28, 2018, he said 'I would not have implemented a Free SHS now'. 5. On November 25, 2017, JM said 'Lalasulala Free SHS would fail'. 6. On his presidential primary campaign he said 'Nana Addo's Free SHS was not working'. 7. Mahama Owned Herald Newspaper published the headline 'Akuffo-Addo gets cooked Free SHS award'. 8. On September 10, 2012, The then minister of education the late Lee Ocran, said 'Free SHS would only be possible after the next 20 years'. 9. Johnson Asiedu Nketia, the GS of NDC said on October 1, 2018 that 'Free SHS is shambolic and would be scrapped whenever NDC came to power'. 10. DNC MP for Adaklu, Kwame Agbodza, said on June 19, 2018, 'the over centralization of funds on Free SHS was stiffling funds meant for flood prevention'. 11. On 18th December, 2018, Samuel Ofosu Ampofo, said 'Double Track SYstem was causing teenage pregnancy of SHS students'. 12 On July 26, 2018, Hon ALban Bagbin said 'Free SHS is not sustainable'. 13. Hon Adam Mutawakilu, MP for Damongo said on 'Blame the mysterious deaths at KUMACA on overcrowding as a result of Free SHS'. 14. Felix Kwakye Ofosu said on May 14, 2018, that 'Nana Akuffo-Addo's gov't cant use OIL MONEY to fund his Free SHS'. 15. JM at UCC during his campaign in 2016, said 'The Free SHS proposed by NPP is only a political gimmick'. 16. On November 10, 2016, Hajia Joyce Zeinabu, then National WOmens' Organizer of NDC, said 'Free SHS would breed teenage pregnancies'. 17. Joshua Akamba said at a meeting with students at Tempane SHS that 'Reject Akuffo-Addo in 2020 for implementing his shambolic Free SHS educational policy'. He was there with John Dumelo. If these are not enough reasons to believe that NDC would abolish Free SHS, then I don't know what would be.
Please Dr. Adutwum it seems yourself and the government do not understand the concept and inherent problems with the policy. Free education is good and let me applaud the prez. but much needs to be done with other areas of the policy. It is not enough only introducing a policy without providing there necessary ingredient for successful policy implementation. The government has only brought free education without addressing the necessary problem which comes with the fine policy. The government is not interested in addressing the bottle necks, then rather the government is jeopardizing with the education system of Ghana. Akuffo Addo and the ministry do not understand the concept of education and measurement of education. The government must sit up and do the needful and not preaching the policy which is good but implementation badly done which will bring problem in future for Ghana. Sober minds must reflect on this policy and holistic consultation needed urgently.

The man was building schools all over the country before he was unfairly voted out by Ghanaians who think nana addo had something better to offer. It has turned out that he only deceived them. THERE IS NO BED IN KORLE BU, WE HAVE GIVEN YOU FREE SHS. EDIOTS. Come here in Cape Coast and see how able bodied SHS and university graduates are playing draughts and soccer all day because of unemployment and you are there always talking about free SHS. Granted that it is even good, when the finish school are they coming to join the teeming unemployed graduates. Jokers led by a weed smoker.
Oh npp, from ndc will cancel free SHS, now they lack understanding. Asem oo! So the only important need in the country is free SHS, what a government. I am not sure if you should go and ask farmers, fishermen, artisans and the average Ghanaians about the most important thing they want the government do for them free SHS will not rank even 20th. These npp guys have a false idea that free SHS will translate into votes, but it is clear that even the students who are benefitting from it will vote against them considering how most parents are spending so much on extra classes and other accommodation and logistical support. Most Ghanaians need road to their villages, water, electricity, food, hospitals and school buildings, the npp have done none of these yet, they keep disturbing our year with bogus double track syndrome free SHS. Amazing how, they are committing political suicide with their free SHS and do not even know. Every important thing Ghanaians ask for they respond with FREE SHS. What a use.less bunch of fuuuulls.
Dr. do not stress yourself, nothing will change this NDC guys and their weird level of thinking just keep cool and concentrate on the job.
