Mr Jonathan Osei Owusu, the convener of the Universal Periodic Review (UPR) for Civil Society Organisations (CSOs), has called on the Ghana government to immediately introduce a non-custodial sentencing policy as one to the drastic means to decongest the overcrowded prisons.
