The Chief Executive Officer (CEO) of the Common Wealth Telecommunication Organisation (CTO), Dr Ekwow Spio Garbrah, has declared that he is on top, as far as the ruling National Democratic Congress (NDC) Vice Chairmanship race is concerned.
