A computer technician, Samuel Kumah has found himself in the grips of the law after he allegedly, carried parcels of plants suspected to be Indian hemp popularly called �wee�, in a black polythene bag.
The accused person was put before an Accra Circuit Court presided over by Francis Obiri where he was charged with possession of narcotics. He has denied any wrongdoing.
He has been remanded in police custody while the case has been adjourned to November 29, 2012.
The facts of the case as presented by Abena Amponsah Buansi, a state attorney, are that in May 2012, Combat �2B� of the National Highway Patrol Unit led by G/Cpl Saviour Nyaletsi was detailed on the Accra-Ho Highway where the team conducted snap check on vehicles.
She said the team spotted a Toyota Mini Bus with registration number GN 2889-11, which was being driven by a certain Ibrahim Issifu.
According to him, a search conducted in the luggage on f the accused person revealed three compressed parcels of plant material suspected to be cannabis.
The state attorney said two of the parcels were wrapped in brown cello tape and one was concealed in a black polythene bag wrapped with white cello tape.
Furthermore, she noted that the exhibits were wax sealed in his presence and sent to the Police Forensic Science Laboratory for examination, where the report showed that the exhibit tested positive for tetrahydrocannabinol, cannabinol and cannabidiol-all active ingredients in cannabis.
Explaining further, she said the accused person stated that the parcels were given to him by a certain Kwadzo to be delivered to a friend called Tsena adding that the accused person failed to lead the police to arrest the said Kwadzo.
She said the accused person has since failed to lead the police to arrest the said guy and was consequently arraigned after police concluded investigations.
