NDC Has Massaged Constitutional Review's Decision On DCE�s To Favour Them

The National Youth Organizer of the People�s Progressive Party (PPP), Divine Nkrumah has hinted that President Mahama and the NDC have massaged the report on the proposal to elect District Chief Executives as stated in the Constitutional Review Commission�s white paper handled over to the late President Mills to favor the current NDC. He stressed that this is done to favour the current administration; adding that it is the old system of choosing the DCE�s but the NDC want everybody to believe that they are applying on the report from the Constitutional Review Commission (CRC) issued by their predecessor. Speaking on Okay FMs �Ghana Decides� programme, Divine Nkrumah said that many Ghanaians hold the view that every development in every districts is done by their Members of Parliament; reiterating that the Constitution spells out that development in any district is done by the District Chief Executives while laws for development are implemented by the MP�s. He again said that it is the responsibility of the DCE�s to use the Common Fund allocated to them to develop their districts; adding that there cannot be any development in any district if the DCE�s do not sign the contract. According to him, the people in the various districts know what they want and who can best handle the project for them; in that when the Constitutional Review Commission visited the various districts, they were of the opinion that the Constitution should mandate them to elect their own. He revealed that the current NDC government wants to deceive Ghanaians by imposing their own people on the districts; as the President has announced that he will nominate five people for the Public Services Commission to come out with three of them after vetting. He however queried saying that; �how can the people choose their persons when the President has smartly imposed the three people on them�. He explained that when the government chooses its own people, it will be difficult for the people to hold the DCE�s accountable when they fail to deliver; adding that the DCE�s if not elected by the people will only be answerable to the President alone. He alleged that sometimes the monies which are supposed to be given to the various districts for development get locked up along the way to the regional level; hinting that when a neutral person is elected the money will be accounted for. He further said that there are many technocrats with in-depth experience who want to help develop the districts; adding that this plan of government to nominate the DCE�s will prevent them from assisting the nation. He however said that it is not true as the government want everybody to believe that they are going to choose their own DCE�s; advising that it is time to desist from politics when it comes to development of the nation.
