Tsatsu Tsikata For Judgement Debt Commission

The Judgement Debt Commission has invited a former Chief Executive of the Ghana National Petroleum Company (GNPC), Mr Tsatsu Tsikata; a former Energy Minister, Mr Albert Kan-Dapaah, and his deputy, Mr K.T. Hammond, to appear before it. The invitation is in connection with its investigations into the circumstances surrounding the disbursement of $24.5 million realised from the sale of a GNPC drill ship. A statement signed by its Public Relations Officer, Mr George William Dove, and issued by the commission said also to appear in relation with the issue was a representative of the Bank of Ghana. A former GNPC boss, Mr Amos Ofori Quaah, who appeared before the commission recently, told the commission that the GNPC had not been directly involved in the sale of the ship, as there was no board of directors in place at the time. Other organisations invited to appear on Monday, November 25, are the ministries of Employment and Labour Relations and Water Resources, Works and Housing, as well as the Department of Feeder Roads. The organisations slated to appear on Tuesday, November 26 are the Lands Commission, Ministry of Justicee and Attorney General�s Department and the individual is Mr Samuel Apo Kumah. The GNPC sold Discovery 511 in 2001 at a cost of $24 million to settle a judgement debt of $19.5 million awarded to Societe Generale (SG) by a court in London. More than a decade afterwards, details of the sale are shrouded in mystery, as officials of SG, the GNPC, the Bank of Ghana and other state institutions appearing before the commission to testify on the matter had failed to produce any relevant documents that lay bare the transaction.
