Rape Alarmist Refuses To Assist Police

The complainant in the alleged plot to defame the Greater Accra Regional boss of the Driver Vehicle and Licensing Authority (DVLA), Mary Ama Serwaa Kulevome, is establishing herself as a hostile witness. According to a highly placed source at the Domestic Violence and Victims Support Unit (DOVVSU), Kulevume was invited to accompany detectives to the alleged crime scene on Saturday December 7th, 2013. The source said though the suspect, Noah Tetteh Matey, arrived at the DOVVSU on the agreed time, Mary Ama Serwaa Kulevome arrived two hours later, driving an unregistered car. When the team was ready to depart to the alleged crime scene, Mary reportedly told the police officers that she could no more lead them, because her life was in danger. The police source further told "The Chronicle" that the behavior of Mary shocked the investigators because they were well-armed and could have, therefore, protected the complaint, in case of any mishap. Earlier Mary Serwa Kulevome, The Chronicle established, sent a letter to the committee set up by the DVLA to investigate the alleged rape charge that she had leveled against her boss, Noah Tetteh Matey, that she was withdrawing from the case. The letter, which was headed: Permission to withdraw self from committee, dated 27th November, 2013, reads: Sir, I, Mary Ama Serwaa Kulevome write to request for my withdrawal from the committee, which started on 26th November, 2013, due to security reason. I will like to quit because of the threat from Mr. Noah Tetteh Mateys family. The Chronicle, however, established that before authoring this letter, Mary had appeared before the committee, where she was asked to hand over the supposed torn pant, to enable the police conduct forensic analysis, but she refused the request and went away with the exhibit. She later told the committee, which was made up of Deputy Commissioner of Police (DCOP) Avoga (retired) and others from the DVLA via phone that she wanted to withdraw from the case. She was then asked to put it into writing, which she did. So far, 13 persons, including suspect Samuel Etse had testified. Mary Kulevome, who gave her address as 'Care Of Prosper Apetsi', Ghana Immigration Service, Private Mail Bag, Accra - was given Industrial Attachment letter by the DVLA, dated 18th April, 2013, to work at the outfit. The Letter, which was signed by Mr. Samuel Attipoe, Deputy Director of Administration, reads: we write to inform you that you have been posted to the Greater Accra Regional offices to do industrial attachment for five months, with effect from May 1st, 2013. The letter further stated, Your attachment ends on October 31st, 2013. You are to report to the regional manager, Accra, for necessary directives concerning your official duties. Kindly find attached non-permanent staff personnel particulars to be completed and submitted to the head office at the end of the attachment. A copy of the letter was given to the regional manager after Mr. Samuel Attipoe had signed for the Chief Executive Officer, Dr. Amegashie. Meanwhile, two persons who have been arrested to assist the CID headquarters to investigate the alleged plot to defame Noah Tetteh Matey, have been granted police enquiry bail. They are Prosper Agbenke, a former non-permanent staff of DVLA and Samuel Etse, an assistant manager at DVLA. The Public Relations Officer at the CID headquarters, Assistant Superintendent of Police (ASP) Joseph Dankwa told the media on Monday that they had monitored the allegation made on Joy FM by Mary that they (CID) were trying to frustrate her witnesses by arresting them. According to the PRO, the police have every right to arrest a witness if they realize that in the course of assisting the police, the person is also committing a crime.
