The Bureau of Internal Affairs (BIA), an anti-corruption organisation and information gathering centre, has called on Ghana Revenue Authority (GRA) to review the outcome of the result of the 2014 staff promotions, describing it as �demoralising�.
The report dated December 3, 2014 and signed by Yussif Adam Ibrahim, Acting Deputy Commissioner, Human Resource for GRA Commissioner-Support Services, told staff due for promotion: �This is to inform you that even though you met the minimum pass mark as published prior to the promotion exercise, we are unable to consider you for promotion to the next grade due to lack of vacancies.�
�Management is however, convinced that with more effort on your part, it should be possible for you to make it at the next promotion interview.
�You are therefore, being encouraged to work harder to improve your performance in future.�
A statement issued by BIA Coordinating Director, Godfred Nkrumah on Wednesday said although the letter was in line with administrative procedures it is likely to dampen the commitment of the affected staff to strive to increase the much needed revenue the country badly needs.
It said it is normal for everyone working in any organisation to hope to make progress in his or her career life and one of the lines of action is staff promotion.
The statement said for the report to withhold the promotion of staff due to lack of vacancies would defeat government�s agenda to prop up the enthusiasm of the personnel to go the extra mile to rake in more revenue for the state.
�We are therefore appealing to Management of GRA to reconsider their decision,� the statement said.
