Minister�s Status Questioned

A prolonged debate ensued in Parliament over the status of Hon. Rashid Pelpuo, the Minister of State responsible for the Ministry of Youth and Sports who was scheduled to answer some questions in Parliament relating to the Ministry. Before the Minister answered the first question which stood in the name of Hon. Isaac Asiamah MP for Atwima-Mponua, the MP for Bosomtwe, Hon. Simon Osei Mensah questioned Hon. Rashid Pelpuo�s legitimacy to answer questions in the House since Parliament had not been officially informed of his new status as the Minister of state responsible for the Youth and Sports Ministry. Commenting on the issue, the majority leader, Hon. Alban Bagbin told the House that, Hon. Pelpuo had the mandate of the president to be responsible for the ministry of youth and sports. Giving her ruling on the issue, the speaker of Parliament, Rt. Hon. Joyce Bamford Addo, said Hon Rashid Pelpuo qualified to answer the question because she, the Speaker, was given notice of Hon. Pelpuo�s new designation when a letter from the President�s office which was addressed to the Minister to inform him of his new designation, was copied to her (the Speaker).
