The Kpone-Katamanso District Assembly (KKDA) has devised strategies to generate adequate revenue for the socio-economic development.
The Assembly, as part of these efforts, has engaged the services of Zenith Bank to assist the Assembly by opening up pay points for clients and residents to easily access its financial services.
Alhaji Essa Antiaye Tetteh, the District Chief Executive, who announced this at the First Ordinary Meeting of the Assembly, said these strategies would curtail the payment of revenue to unauthorised persons and ultimately minimise leakages.
He said in consolidating the strategies, the Assembly was also engaging the services of CTK GeoSys Limited to carry out comprehensive data collection for revenue mobilization with focus on untapped property rates.
"It should be pointed out that, the agreement with CTK GeoSys Limited will not attract any outright charges but as part of the agreement, the company will pre-finance the investments and receive only commissions on collection and printing of the bills,” he said.
The DCE said from January to December 2015, the Assembly raked in an amount of GH₵6.63 million as its Internally Generated Fund, representing 99.48 per cent of the revised annual estimate of GH₵6,65million.
He said the main obstacle that militated against the attainment of their target was a boundary dispute between the KKDA and the Tema Metropolitan Assembly, explaining that a Regional Boundary Dispute Resolution Committee was working diligently to find amicable solutions to the matter.
On sanitation, Alhaji Antiaye Tetteh said the situation in the district was worrying because of the increasingly indiscriminate disposal of liquid and plastic waste.
In this regard, he proposed the formation of a District Sanitation Task Force to amongst other responsibilities, monitor the activities of service providers and embark on effective sanitation programmes.
They would also apprehend offenders for prosecution before the yet-to-be operationalised district court.
He said in spite of the successes chalked, as a new assembly, in the expansion of infrastructural development, the Assembly had limited parcels of land to carry out other development projects.
He, however, expressed optimism that with the Assembly’s collective resolve in the socio-economic development agenda of the district, members would be united and strive to deliver on their mandates.
Mr Noble Atsu Ahadzie, the District Budget Analyst, giving an overview of the Assembly’s financial performance in revenue and expenditure for 2015, said an effective budgeting system would determine the inflow and outflow of resources and projects with a unified approach for effective implementation of programmes, planning, effective monitoring, evaluation and reporting.
He said with the strategies adopted by the Assembly to mobilise adequate revenue, including the adoption of an e-platform and a door to door initiative for data collection, he was hopeful that the assembly would meet its revenue generation targets in the ensuing years.
Nii Tetteh Otto II, the Paramount Chief for Kpone, urged the sub-chiefs to support the development efforts of the Assembly to the best of their abilities and make land available for infrastructural development.
