Workers Without E-Zwich Account Will Not Be Paid

By May 31, workers on the payroll of the Controller and Accountant General’s Department (CAGD), who have not registered with the e-zwich biometric system would not receive their monthly salary.

The directive from the Ministry of Finance was expected to be effective November, 2015 in order to validate salaries of employees on the mechanised payroll.

A statement issued by the Controller and Account General, in Accra said the policy expects all employees on the mechanised payroll to register for e-zwich through the banks where they currently receive their salaries.

It requested the ministries, departments and agencies and the metropolitan, municipal and district assemblies to ensure that employees working under them register for e-zwich and obtain the cards by the registration deadline.

“Employees who receive salaries through the CAGD in the Greater Accra Region should visit any branch of the bank where they currently received their salaries to register for the e-zwich Card.

“By this notice, all employees in the Greater Accra Region are required to register for the e-zwich card for the payment of their salaries,” the statement said.

It said employees should note that a minimum of 10 per cent of their salary would be loaded onto their e-zwich card while 90 per cent would be lodged in their salary bank accounts. 

The statement said monies on the e-zwich cards could be accessed by employees at any bank with e-zwich services or merchants with the e-zwich point of sales devices.

The following information is required for the registration of an e-zwich card with a bank:

Valid Photo Identification card (Voter’s ID, National ID issued by the NLA, Passport, Driver’s License, Social Security and National Insurance Trust registration card) and current Payslip (E-Payslip acceptable) and bank account details are required.

After registration for the card, employees must take the following steps:

a.     Employees who have registered for the E-payslip should submit their e-zwich card numbers to CAGD through the E-Payslip feedback system for updates to be made on the payroll system.

b.         Employees who are not registered on the E-payslip system should submit their e-zwich card numbers together with photocopy of the card to Mark Amponsah of Room 25 (0203810042).

c.          Employees who have already registered for the e-zwich and have the cards should contact their bank branches with the requisite information indicated to update their e-zwich records.

“We further remind employees that the deadline for registration of the e-zwich cards is indicated above and that the CAGD will suspend the salaries of employees who do not register for the e-zwich cards by the deadline.
