Angola is struggling to cope with an influx of more than 20,000 of its citizens, who were expelled from the Democratic Republic of Congo.
Many had been living there for decades, after fleeing Angola's long civil war.
They say they lost almost all their possessions when forced across the border at short notice.
The expulsions were apparently in retaliation for Angola's regular deportation of thousands of illegal Congolese diamond miners.
The two countries share a long, porous border which cuts through diamond-rich areas.
An Angolan government delegation went to Kinshasa on Monday to try and resolve the issue.
Angolan churches and other organisations are being mobilised to cope with the influx.
