The Administrator General has warned that Ghana's quest for a smooth and peaceful election would be rendered useless unless a smooth transition is organised thereafter. 

David Yaro has revealed Tuesday that his outfit may not be able to perform its constitutional mandate of ensuring a smooth transition due to the lack of resources. Section 9.1 of the Presidential Transition Act requires the Administrator General to prepare a natural register covering all national lands and any other land vested in the president by the Constitution. 

Mr Yaro said, they plan to acquire a computerised land management software for the compilation, update and storage of data on government properties like vehicles, lands, buildings etc. 

"This is pivotal for the office of the Administrator in the fulfillment of 9 (a) and (b) of the Transition act and integral to the enhancement of good governance," he emphasised.  However, he noted that the office of the Administrator General is highly under-resourced and is yet to receive budget funding to undertake its activities for the 2016 transition which has commenced. 

The Administrator General lamented how the efficient and effective execution of his work have been affected without an advanced system of updating and capturing data.  

He revealed that the office does not even have a single official vehicle to carry out its duties quizzing "I am supposed to go to bungalows and places like the Peduase Lodge to check if the workers are pilfering for instance without an official vehicle?" 

Mr Yaro is also calling for a legislative instrument that will grant him the powers of enforcement and deal with duplicative functions in the transitional act. According to him, he has received draft hand over notes from chief directors of some ministries and agencies with the October 25 deadline fast approaching.
