A fourth witness in the case in which the State is seeking to confiscate assets purportedly belonging to Ruby Adu-Gyamfi aka Nayele Ametefe has said that the property belongs to the convict.
According to Emmanuel Anerborg Abbey, the Head of Rating of the Accra Metropolitan Assembly (AMA), records of his outfit show that “Madam Ruby” is the owner of the property registered in 2006 but rated in 2013.”
Madam Adubofour, mother of Nayele Ametefe, has sued the state, claiming ownership of the two-storey buildings situated at East Legon and Dzorwulu in Accra confiscated by the state.
The State has filed a motion on notice for the confiscation of the purported illegal properties belonging to Nayele, who is currently serving a jail term in Britain for transporting 12.5kg of cocaine to that country.
But the witness told the Accra Financial and Economic Crimes Court yesterday that although the property was captured in AMA’s system in 2006, it had no name attached to it because it was uncompleted at the time.
Led in evidence by Abu Issah, a lawyer from the Economic and Organized Crimes Office, (EOCO), Emmanuel with particular reference to a letter from NACOB dated April 12, 2017, he said, “I went through our rating list and saw the owner. Per our list Madam Ruby is the owner. ”
Mr Abbey said as the Head of Rating of AMA, his duty was to compile a credible rating list to mobilize revenue for the Assembly.
The evidence of Mr Abbey corroborates that of a NACOB investigator, who told the court, among other things, that checks at the AMA did not show Adubofour as the owner of the two storey buildings situated at East Legon and Dzorwulu.
The witness stated that after the arrest and subsequent conviction of Nayele in London, UK, he was tasked to identify the assets of the convict.
The investigator said he identified one property at East Legon and the other at Dzorwulu, which is a shop, after he requested for the property rate from AMA.”
The NACOB undercover investigator, who does not want to be named, indicated that “per the checks done at the AMA in relation to the property rate, Adubofour’s name was not listed as the owner of the property.”
He disclosed that the properties at East Legon and Dzorwulu are not the only ones belonging to Nayele Ametefe.
The court, presided over by Justice Georgina Mensah-Datsa, has adjourned hearing until June 14, 2017.
