Ing. Dr. Nana Ato Arthur Is Vice President Elect Of CAPAM

The former Central Regional Minister and currently Head of Local Government Service, Hon. Ing. Dr. Nana Ato Arthur has expressed his gratitude to His Excellency the President of the Republic of Ghana, Nana Addo Danquah Akuffo Addo and the Vice President, Alhaji Mahamudu Bawumia for their support in being elected as the Vice President of the Commonwealth Association for Public Administration and Management (CAPAM), in the United Kingdom.

Again, I would like to take this opportunity to acknowledge the Chief of Staff, Hon. Frema Opare and the Cabinet Secretary, Mrs. Mercy Yvonne Debrah-Karikari and the entire staff of the presidency for their advice, guidelines, support and prayers.

My election to this high position as Vice President for CAPAM would not have been possible without the prayers and support of Ghanaians especially the former Chair of the Public Service Commission, Mrs. Bridget Katsiriku, Council and the entire Staff of Local Government Service of whom I am proud and to whom I am grateful. I would also like to express my sincere thanks to the Minister of Local Government and Rural Development, Hon. Hajia Alima Mahama for her support.

The Commonwealth Association for Public Administration and Management (CAPAM) is an Associated Organisation of the Commonwealth with a mission to promote the practical requirements of good governance, just and honest government across the Commonwealth countries and beyond.  

CAPAM provides a forum for the active exchange of innovations, knowledge and practice in citizen-centered service delivery, leadership development and growth, and public service management and renewal; they again provide mechanisms and fora around the world for members to discuss progressive approaches associated with improved governance.

During the October 2018 biennial CAPAM conference in Guyana, the Head of Local Government Service Hon.  Ing. Dr. Nana Ato Arthur was elected to serve as a member of Board of Directors of the Commonwealth Association for Public Administration and Management (CAPAM) from 2018 to 2020. At its first meeting in January 2019, he was unanimously elected as first Ghanaian Citizen to be the Vice President for CAPAM in the United Kingdom (UK).

Hon. Ing.  Dr Nana Ato Arthur is a professional Engineer, Development Planner and an expert in governance and public policy with over 20 years experience. Currently, Dr Nana Ato Arthur is the Head of the Local Government Service (OHLGS), Ghana. Prior to his current position, he served as a Member of Parliament in the 6th Parliament of Ghana (Jan 2013-Jan 2017).

From May 2001 to April 2005, he served as the District Chief Executive of the then KEEA District Assembly, Elmina; and the Vice President of the National Association of Local Authorities of Ghana (NALAG). Then from May 2005 to January 2006, he was the Deputy Central Regional Minister and later became the substantive Central Regional Minister from May 2006 to January 2009. Hon. Ing. Dr. Nana Ato Arthur is one of the leading experts on decentralization and local governance in Ghana. He holds a PhD in Development studies.
