Attafuah Finds Fault With Orders To Investigate Woyome

The Executive Director of the Justice and Human Rights Institute, Professor Ken Attafuah, has said the directive given to the Economic and Organized Crime Office (EOCO) by President John Mills to investigate the GhC42 million judgment debt awarded Alfred Woyome is �unconstitutional�. The Office of the President this week ordered the EOCO to begin investigations into the controversial GhC42 million that has dominated headlines this week leading to the New Patriotic Party (NPP) minority caucus of Parliament calling for an independent public inquiry into the whole issue. The judgment debt was reached after Mr. Woyome had gone to court to seek redress for alleged illegal abrogation of his contract on renovations he did on some stadia towards Ghana�s hosting of the 2008 African Cup of Nations. However, Prof. Attafuah stated that while the president�s directive is in good faith, it may not be in accordance with the laws; specifically Article 187 clause 6 which stipulates that the legislative arm of government is rightly suited to conduct the investigations into the matter. �We often say that justice must not always be done, however, it must be seen to be done. I think it is important that an institution that can operate at arms length from the executive is entrusted with the responsibility of conducting this kind of investigation. And I think that Parliament is appropriate to do that,� he opined.
