The Ghana Police Service has said an internal memo directing all personnel of the Motor Traffic and Transport Department (MTTD) to stop checking drivers’ licences and road worthy certificates “until further notice”, was leaked to the public.
A wireless message which was signed by Commissioner of Police Ransford Moses Ninson Tuesday said “all motor checks in the country [are to be] suspended with immediate effect.”
It said personnel of the Motor Traffic and Transport Department of the Ghana Police Service are to be "used only for traffic management duties only”, while personnel of the Highway Patrol Unit are only to check for arms and drugs.
Per the order, police will not check documentation, road worthiness, and allied requirements of motorists.
Superintendent Cephas Arthur, Director of Public Affairs of the Police Service, told Kwami Sefa Kayi on Peacefm's Kokrokoo Wednesday that the memo was "leaked".
Asked how a state organ tasked with ensuring the protection and safety of Ghanaians be breached and an internal formal directive leaked, he replied; "The leaking of these internal memos is a conundrum that we are all fighting.
“Perhaps it is something that we have to live with. … All it takes is for one miscreant police officer…to take a shot of an internal memo and send it [out]. It is something that is very untoward. In the police administration, we’re deploying our rules and regulations to check it but we may never be able to totally uproot it. We have to manage it,” he said.
Justifying the decision to halt motor checks across the country despite criticisms that it is unsound, the Director of Public Affairs of the Ghana Police Service explained that the unrelenting traffic jam on Ghana’s roads needs attention, hence the directive to shift focus away from other operations of the police.
“All attention is going to be concentrated on managing traffic which has become a source of concern in our communities just to make sure that we create a more congenial atmosphere for travelers and commuters in our cities and our towns,” he stated.
It is not clear when and if the directive will be withdrawn.

If it's a good idea and not order from above what heck will somebody leak it? The police themselves know that directives means something bad the ndc government has for this country and the IGP's hand is tied at his back so can't do anything but nod to every ndc st*pid decision. The arms they are bringing in into this country thinking they can fight everybody in the country to bulldoze to retain themselves will be like a movie to the ndc. America the most powerful and sophisticated thought they were going to finish Iraq in three days and come back home but it has taken them more than ten years with some patches of the fighting still going on,which has created monsters all over the world,so if ndc think they have the forces as somebody said I'm the commander in chief and so what? Nkrumah was the commander in chief when he was overthrown, Limann was the commander in chief when he was overthrown he might even think his people in the military could protect him but it was Akatapori and co from the North who overthrew his government. Sometimes,I say to myself ndc don't learn from past events, meetings are being leaked means not everyone is happy in there and the military is watching closely. Acheampong wasn't the Chief of Defence staff when he took over, JJ Rawlings wasn't the Chief of Defence staff when he took over,there were some senior officers holding that position but couldn't stop the anger of some of theentire in uniform when they took arms and overthrew governments. NDC must be careful and must appreciate the democracy that Rawlings gave this country which has allowed John mahama to be president and Omane Boamah and co to be ministers for oppression brings about uprising. Food for thoughts and think about it. NDC will be the most miserable should there be any eventuality. I'm not a prophet of doom,but that is how I see things. John mahama is intoxicated with power that he is so blind and deaf to remember what happened to others. The King is naked but doesn't know.
ooh ghana police service, first is the banning of social media on election day and now is the suspension of moto checks, this is a calculated attempt to buy drivers votes because drivers had problems with the police in 2008 hence the losing of npp , only people with short memory will vote for ndc

WOW WOW WOW !!! This directive can not be meant for good Intention. This is not a good news at all. How can the NDC be soo DEVILISH like that. Can you imagine the number of young guys who do not have Driving Licence to start driving on our street? A number of people are going to take advantage of this directive and jump into any car they may find available and drive. This this purely for VOTE buying full stop. After election it will bounce back.
Why must we read politics into everything? He who feels it knows it......I close from, work late and the harassment we go through check points only God knows. They all everything and end up telling you, give them coffee for the night. Meanwhile, there's traffic piling up just because a police man is "doing his/her work". How will this benefit only a political whereas we all drive on the same road?

I personally commend police service for this directives. At checking points, uniform personnel busily extorting money from drivers for no accountability.
