A draft bill for the establishment of the office of special prosecutor to deal with cases of corruption in the public sector is ready for stakeholders input scheduled for June 26-29, Attorney General and Minister of Justice, Gloria Akufo told journalists in Accra yesterday.
The office of the Special Prosecutor bill, 2017 makes provision forbidding the Attorney General to enter nolle prosqui notice of discontinuation of cases in court.
It also has a provision that makes the tenure of office of the special prosecutor not to coincide with the tenure of office of the appointing government.
The removal of special prosecutor is particularly made cumbersome and a disincentive in the bill. Ms Akufo made this disclosure when the Chinese Ambassador to Ghana, Sun Baohong, donated five computers, five printers and UPS to the minister in support of the stakeholder’s conference.
The New Patriotic Party during the 2016 electioneering campaign, promised to fight corruption head-on with the establishment of an independent special prosecutor to investigate and prosecute corrupt public officials.
Mrs Akuffo said in the estimation of the government, the EOCO was so overwhelmed with cases that corruption related cases appeared not to be getting the desire attention.
She was of the view that the office of the special prosecutor would be independent to investigate and prosecute corruption related cases in the public sector.
The minister expressed appreciation to the Chinese government for supporting the stakeholder meeting to seek views for incorporation into the draft bill.
Madam Boahong said "corruption is a canker to social development adding that the setting up of a Strong anti-corruption system by both the party and the government had won high praises from the Chinese and the international community.
She said China-Ghana relations were flourishing saying "it is essential to manage and guide the exchange and cooperation between China and Ghana by legal means in order to protect the legitimate rights and interests of citizens of both sides, maintain a healthy market order, combat transitional crime and ensure social justice."
Madam Baohong said the Chinese government has always educated citizens and enterprise abroad to abide by the laws an regulations of the host countries, and regulations of the host countries, and to contribute to the local economic and social development.
"We support the new government of Ghana to carry out anti-corruption campaigns and expect to strengthen our cooperation and exchanges of both domestic and international combat against corruption," she added.

There is nothing wrong in accepting these gifts but for security reasons the government should then donate them to very low risk institutions like schools in the villages that need them. It is very easy to plant a device in a computer which will send information to the Chinese government without the users of the computer knowing. This is why they should never be used in sensitive government organisations.
When serious governments are wary of hacking and security breaches, we continue to take computers and printers as gifts for sensitive government organs. Why? Those systems can be embedded with eavedropping stuff. Please let's take our IT security seriously. The gifts may be sincere but we can't take chances!

I don't think the Government should have accepted those peanuts, those cheap Chinese people gave us. If the President said Ghana is beyond aid, let's use these Chinese chicken feed as an example. The change some of us voted for is not four our government to accept cheap money from a Country whose citizens corroborate with Greedy Ghanaians to destroy our land and water bodies. Gloria Akuffo you are a disgrace to the very office you occupy and unfit to lead the top job of Chief Law enforcer of Ghana. Send the donations to a charitable organization or back to the sender. Is Ghana too poor to receive Ghcs10.0000 from the Chinese Embassy? What is wrong with our leaders in Ghana today? Send the computers elsewhere or donate them to some charitable organization. They take advantage of the President's absence in town to always ask for favors; Ala the so-called Nigerian business community CEOs with an encounter with Vice President Bawumah, asking for $300,000.00 statutory equity deposit waiver to open business' in Ghana and now its the Chinese Embassy Rep's turn, following the departure of Nana Akuffo Addo from the Flagstaff house. You are a weak vessel whom these foreigners can use you to their advantage. Shame on you Gloria Akuffo for making yourself a willing tool for corruption. This galamesey fight is not about Peter Amenu or the Ministry of Lands and Natural Resources alone, its a fight every Ghanaian must stand up and defend our waters, the environment and the minerals. Akuffo Addo is the just the leader of this national movement against corruption. We are all in it together to fight graft and corruption tooth and nail.
