The efforts being made by the government to clean the payroll system is very laudable and commendable. This is because it is the surest way of not only protecting the public purse, but also an opportunity for people to be employed and increase productivity in the country.
However, one factor that accounts for poverty and emotional stress among Ghanaian workers is the uncertainty of salary payments.
In some years back, the government, through the Controller and Accountant General Department (CAGD) published the dates for the payment of salaries for the perusal of workers within the year. However, hardly does the CAGD follow this payment plan. Government employees are always at the mercy of text messages which never come or come late before commercial banks work on those payments.
Thus, if an employee unfortunately finds himself in a bank that delays payment by virtue of having problem in the internet connection, then the emotional stress becomes worse.
In Europe and many parts of the developed world, payment of salaries is fixed like say the 28th of every month. When the 28th falls on a bank (public) holiday or weekend, payment is done on the working day prior to the holiday. In this way, workers could plan ahead, expend, borrow and do their businesses approximately.
The situation where workers keep asking their colleagues whether they have received text messages from the CAGD or the banks should be a thing of the past. The CAGD should fix one particular day within the month and send text messages to workers a day prior to the payment.
It is my fervent hope that, all stakeholders - Finance Ministry, CAGD, public institutions etc would help facilitate the payment of salaries of public workers to relieve them of monthly emotional tensions.

The cagd is not qualify to hadle the salary of Ghanaian worker always giving one excuse or the other the government should take that function from them and give it to More capable agent in Ghana to handle . .
Please when is the government paying teachers arrears for them....moreover will there be any form of filling of forms when it is due or will come automatically since our data input is with controller already...

Baaba, I think you have a peculiar problem. I got my salary last Friday from GCB, so don't generalize. Let's be realistic and fair in our comments and complaints. The real problem is the Controller General. They cause the delays. Why can't they always send salaries by 25th of every month to the banks so that by 27th or 28th the banks will pay.
The Controller & Accountant Accountant General has a payroll time table every year indicating salaries pay day.If the controller says pay day for May ,2017 is 28th May,2017,what this means is that on the said date salaries would have been sent to the banks,however the banks also go through some processes before they start paying and one cannot blame the controller for this,after all workers don,t go back to report to the controller at the end of every month that they have been paid their salaries.Someones March ,2017 salary may still not have been withdrawn by the owner, it does not mean the controller has not paid, it is advisable to give the banks at least two days after the controller pay day before going for your salary.We know its not easy for the average worker in Ghana but what can we do.
