Okay we have heard you. Thank you. In Ghana every thing that happens ' is due to circumstances beyond our control '. This phrase is drummed into the ears of newly born babies so they grow with that in mind. The only thing that is within their control is V8, exgratia, contracts without a budget, auction sales, increasing their own salary, . When it's about fuel price hikes, high cost of building materials, high cost of food stuff in the market, high utility tariffs, bad roads, school under trees, communities competing with animals for drinking water in dugouts due to lack of potable water etc those ones are 'due to circumstances beyond their control '.
