There was a heated debate in the studios of Peace FM during the station's flagship programme Kokrokoo between two political heavyweights from the opposite side of the political divide, slugged it out over whose purview the actual development of a region lies; that of the Regional Coordinating Council, the Regional Minister or National.
It all started when Former Eastern Regional Minister and Vice National Chairman of the opposition National Democratic Congress (NDC), Samuel Ofosu Ampofo challenged the incumbent Central Regional Minister, Hon. Kwamena Duncan for failing to revive the Komenda Sugar Factory and also effect any significant developmental projects in the Region.
According to him, the welfare and entire development of the Region lies within the power of Kwamena Duncan and so wondered why he is unconcerned about getting the defunct factory to function properly.
Speaking to host Kwami Sefa Kayi on Peace FM's Kokrokoo, he also questioned the Regional Minister's commitment to improving the lives of the residents and the Region at large.
“Everything about Central Region in terms of its development, the Regional Coordinating Council is what you’re chairing. And the Regional Coordinating Council is made up of the municipal, metropolitan municipal and district assemblies who are charged with the day to day development of the Region; so if you don’t know that that is your job, then you don’t know what you’re doing”, he said.
But his seemingly counsel failed to rest well with Hon. Kwamena Duncan as he wouldn't accept it in good faith.
In a quick reply on the same platform, Hon. Duncan stressed that he has the welfare and development of his Region at heart but explained that it doesn't entirely lie with him to ensure the kind of development that Mr. Ofosu Ampofo is pointing out.
He noted that the Regional Coordinating Council is not in charge of Regional development and so believed the NDC Vice National Chairman lacks requisite knowledge in such area.
“I’m sure as Regional Minister, you never understood it. Development of the Region, development of the district is not one that is solely on the doorstep of the district assemblies. In fact, national does national development. The district has a certain portion to do some other development. So, if that as a Coordinating Council, you think we’re solely charged to ensure development of the Region; you’re totally wrong. I’m sure when you sat there as a Regional Minister, you didn’t understand your mandate”.
Mr. Ofosu Ampofo also bantered saying he has 20 years of experience in national governance and so if Kwamena Duncan calls himself a "Regional Minister and say the overall development of the Region is not your responsibility, then I don’t know why you’re there”.
It took the host Kwami Sefa Kayi to intervene to calm down tempers as the two wouldn't agree to disagree.

DIRECTOR OF ELECTIONS YOU DID NOT HAVE ANY PINK SHEET FROM ANY OF THE POOLING STATIONS FOR THREE DAYS WHILE NPP HAD ALMOST 80 PERCENT OF PINK SHEETAT THEIR OFFICE AND COULD TELL NANA ADDO HAS WON THE PRESIDENTIAL SLOT, AND IF THE 20 PERCENT IS ADDED TO JOHN MAHAMA HE WILL STILL NOT CLOCK 50 PLUS ONE.MR AMPOFO PLEASE PACK YOURSELF SOME WHERE AND LET GOOD PEOPLE IN NDC VIE FOR THE CHAIRMANSHIP POSITION.YOU ARE A COMPLETE FAILURE.
Fellow Ghanaians, Kwamena Duncan is right. The operative phrase is - SOLELY RESPONSIBLE. Otherwise, why do we have the Ministries and all other government agencies? Indeed, why do we have the National Governance System itself, if it is not for the development and well-being of the citizenry. Certainly, there are different levels of responsibility for development. For instance, Agricultural development and industrial development lies first and foremost, with respective Ministries. Period.
There is a big difference between being commentator on radio and regional minister. it is evident that kwamena duncun has no administrative experience and does not know what to do. guys like kwamena duncun should have been sent thru GIMPA for about 3 months to learn and know his responsibilities as a regional minister. Too many square pegs in round holes and nepotism is causing more problems for akuffo addo administration. Government should appoint people with substance, ability and technical know how to certain sensitive positions.representing your political party on radio discussion cannot be the same as arguing as regional minister, this is a disgrace to the people of central region. akuffo addo should think twice especially with swing region. kwamena duncan performance as regional minister is very very poor. NPP should get their ***barred word*** together
Is it not a disgrace that a substantive Regional Minister would even argue on a sensitive issue like this? That you’re not responsible for the development of the Region and yet this sycophants will be asking Ofosu Ampofo to name what projects he undertook during his tenure. Is NPP saying we are tired so soon? What has Nana Addo parades as Ministers when there are competent men within the party to lead and bring about development. Tell Duncan to leave the studios and go to work.
Your 20 years experience in politics is nothing to write home about. Mention one development project you brouht to the people of Eastern Region during your rein as a regional minister. Why did you run away ro contest in Tema if you had done something better in Eastern Reion? You think we all have short memories so you can dream and say what you like.
Mr. Ofosu Ampofo as a former Eastern Regional Minister what development did you leave for the people of the Region. You abandoned them, came to Accra to contest to be a Member of Parliament. Why did the Central Minister then did not see to the completion of the 'Propaganda' Sugar Factory. SHAME.
20 YEARS Experience mpo nie. Up to today u cannot present to your party data on election result u are waiting for EC to gazette the results before you can put yours together. And you have nerve to call someone super incompetence.
Its only in NDC that Ofosu Ampofo can have the courage to contest for another position after SUCCESSFULLY leading them to opposition as Director of Elections. He now have the guts to question the responsibilities of a Regional Minister. Its so pathetic after his so-called 20 years experience as a politician.
