Communications Minister Mrs Ursula Owusu-Ekuful has taken a swipe at the opposition National Democratic Congress (NDC) for what she describes as the latter's lack of understanding of "basic contract law".
She was responding to Joyce Bawa, Special Aide to former President John Mahama's critique of government over the decision to purchase a building for a chancery in Oslo, Norway at a cost of $12 million.
The Communications Minister does not understand why the opposition party will not let go of the issue especially as the transaction has been put on hold.
"Joyce Bawa and her kind refuse to accept is that no one has denied that government had every intention of buying that property and had made that clear till the Foreign Minister's attention was drawn to that newspaper article and she put a hold on this transaction. No consideration has passed. No money has been paid for the purchase price. None of the conditions precedent had been completed. There was no valid contract. This is basic contract law!!! What did she learn in law school?" she queried.
According to her, the NDC has no moral right to talk about issues bordering on corruption, because they saw nothing wrong in spending “14 million US dollars of the tax payers’ money building 1 house for the vice president in Ghana, where the cost of living is much less than Norway".
"These NDC people saw nothing wrong with spending 14 million US dollars of the tax payers money building 1 house for the vice president in Ghana, where the cost of living is much less than Norway, and refused to pay allowances for nursing and teacher trainees. It is very funny for them to complain about this Oslo property.
"President Akufo-Addo is fixing their mess and solving the problems they saddled all Ghanaians with! John Mahama wants to come again to continue his create loot and share agenda??? We shall see. He should learn from his friend Good Luck!!

Leadership is cause, everything else is effect. We saw how the NDC brought Ghana to its knees and destroyed everything they touched. Never again should they be allowed to ruin our country again," she added in a post on facebook.

It is a shame to see Akuffo Addo and his government submerged in this level of corruption.May God takes them out of government and bring in the likes of Nkrumah with good vision

The NDC lady had a better demonstration on the elements of contract than that of the Minister. Please this story is just to white wash Uslar . Its needless. Folks this NDC NPP eras are not helping us. There should be people in the country who will rise above partisanship and call a spade a spade. I have always blamed thos who provide politicans and their cronys a blank cheque. The fact that you are NDC or NPP does not mean in the face of clear wrong doing, you provide them with unflinching support. It beats my mind how and why people do this. If ordinary or people do not rise up against this canker, there will not be a country for us in the future. Why is it that it is only the government that can give someone a relable job in the country? It shows the the level at which the politicans have a hold upon our lives and it shows why they have contempt for us and we follow to vthe slaughter.

The fact that ndc is not coming to power again doesnt mean npp will stay in power forever. a time is coming when we the civillians will arise and beat u ple. don't do the right thing. we knew the ndc was full of kleptomaniacs led by their chief mahama and that is why we voted them out. jail them for us, u said no. so do not compare what they did with what you are also trying to do.
@Agyenim UK, if you truly live in the UK, you will know that these sunk costs are those that are making a lot of director lose their directorships. Please check the Institute of Directors codes of practice. Anyone can set up a fanthom project and sink costs into it by setting up fanthom consultances and make money out of it. Sunk costs are a fallacy as commented by many credible commentators. That is the general position. specifically, the country should not incure any sunk costs on this project. The caountry can just do due deligence to see that the project should not be touched in the first place. What happened to initial search by the beneficiary. A simple search could have shown that the project is not fit for purpose. In any case what are the directors of the ministries of finance, foreign affairs and attorney generals and their deputies doing to be incuring this fallacious sunk costs? Agyenim, it goes beyond reading into the ethical realms. If we want to fight corruption, there should be a concerted effort look at the ethical dimensions of our procurements because these acts are all cloaked under cottuption. I am not surprised you ignored the contractual issues raised and based your argument on sunk costs. Ursula is a very senior lawyer in Ghana and she did not find it important to touch intention to contract. After offer, acceptance and consideration, intention to contract have been formed. Considering all the processes ands the letters and parliamentary oversights that have been conducted. The circumstances around the transaction show a clear intention to purchase the property. That constitutes a contract. Please read all the case laws in this area. there is enough consideration therefore the clear intention was there. What was the foerign minister saying about instructing her agents to curtail the process? Note they are her AGENTS working on her behalf therefore she was acting and they are qualified to work on here behalf. They are her trustees and have fiduciary responsibilities in their acts. PLEASE LETS PRAY THE OWNER DOES NOT TURN ROUND AND SUE US. The NDC did some of these blunders where we rightly rose against them and the NPP is doing the same. It is worrying. Finally we should not be shrowding issues in intellectual concepts.
Hmmm... This is my problem these people spent over $14million for a skeletal building claiming is a vice president residence including free land, the amount of money needed to finish that building is more than the work done but sees nothing wrong with it. Why causing us this pain? I would prefer buying 20million building to Norway then to use 10milion to buy this skeleton on Accra. U guys have suddenly wised up on value for money projects. OH Ghana.
I could not believe when Joyce Bawa said that government of Ghana has already incurred some cost in terms of engaging lawyers, and personnel of the Ministry of Foreign Affairs travelling to Olso regarding the purchase of the building. Ablakwa made similar argument. These NDC politicians have little understanding of contract law and finance. Yes, government has incurred costs but such costs are called sunk costs and are irrelevant to decision making. Mona Quartey -former Dep. Finance Minister who was on Newsfile disappointed viewers because as finance expert, she knew such costs are sunk costs and are not important to whether the property in Oslo is acquired or not. For example,there was auction by Customs in Tema, yesterday and many Ghanaians incurred costs by going there to buy something and many came back home without a purchase yet they incurred traveling costs etc to go there. Do you regard such costs as relevant? No, such costs are irrelevant. NDC guys need more education and I suggest most of them should take advantage of Free SHS.
WITH JOHN DECIDING TO COME BACK IS NOT FOR NPP TO DECIDE BUT THE GOOD PEOPLE OF GHANA TO DECIDE. EITHER THEY (GHANAIANS) WERE SHORT-CHANGED OR OTHERWISE THROUGH LIES AND DECEIT 2020 WILL BE THE BORDER AND DECIDING LINE AND NOT NPP AND IT'S FUNCTIONARIES TO BE INSULTING EVERYONE . PERIOD.
